HomeMy WebLinkAboutRESOLUTIONS - 08042003 - 70-336 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Proposed ) Federal Ceiling; on Public } RESOLUTION NUMBER 70/336 Assistance Administrative } Expenditures . } } WHEREAS it has been brought to the attention of the Board by County Welfare Director R. E. Jornlin that Section 208, as contained in the Appendix to the proposed Federal Budget for Fiscal Year 1970_ 971 , would place a federal ceiling on admin- istrative expenditures for public assistance programs ; and WHEREAS the County Welfare Director advised that if the amendment is adopted, commencing July 1, 1970 , federal sharing would be available only for a ten per cent (10%) increase for such costs over the base year 1969-1970, and that a provision allowing the Secretary of Health, Education and Welfare to lift the limitation would only be used in exceptional circumstances; and WHEREAS the County Welfare Director advised further that with case loads projected to increase in excess of fifteen per cent ( 15%) and as high as twenty-five per cent ( 2 %) in some instances and that with more programs being shifted into admin- istrative sharing, welfare departments would be faced with a shortage of substantial sums from Federal matching probably as much as sixty million dollars ($60,000 ,000) statewide ; and WHEREAS it was pointed out by the County Welfare Director that locally costs will increase more than ten per cent ( 10%) during the next fiscal year due to mandatory requirements alone and that it is essential to sound administration and equitable financing; of public assistance programs that aforesaid unreal- istic administrative financing proposal be removed from the Federal Budget; and WHEREAS it was further pointed out by the County Welfare Director that inasmuch as there is no positive indication that case load standards and administrative requirements will be eliminated or relaxed and that the possibility therefore exists that counties would be forced to replace the federal cuts with property tax dollars despite the extremely onerous property tax situation; NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISOR=S OF THE COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that it strongly on-poses adoption of Section 208 as contained in the appendix RESOLUTION NUMBER 70/336 to the proposed Federal Budget and it urges United States Senators Alan Cranston and George Murphy and Congressman Jerome R. Waldie to work vigorously for the removal of said section from the Federal Budget for fiscal year 1970-1971.
