WHEREAS the Board of Supervisors of Contra. Costa County, California,
is deeply interested in the improvement of the water navigation facility
in the Great Estuary of the Golden Gate involving the deepening of the
ship channel extending from the San Francisca Bar to the Part of Stockton,
C€elifornia; and
?BRPA.S the portions of the channel along the shoreline of Contra
Costa County have been designated as the Jahn. F. Baldwin Ship Channel in
honor of our late congressman who was instrumental in obtaining authori-
zation for the deepening project in 1965; and
!,%HFR:EAS the need for improving deep water navigation facilities was
recognized by this Board in 1963 when assurances of local cooperation
were made in connection with studies of the U. S. Army Corps of Engineers
and whereas in the intervening years since 1963 developments have
corroborated earlier judgments and substantiated the data related to
benefits and increased efficiency of operations and economies; and
�THEREAS the capability of the U. S. Army Corps of Engineers in
connection with said channel project is equivalent to the money amount
of $1,900,000 rather than the $750,000 included in the 1970-1971 budget
of the President and if the larger sum were made available it would be
possible to complete the Bar Channel and the West Richmond Channel a
year earlier than would otherwise be the case, and
WHEREAS we at the local level who legislate and administer nister to obtain
the best solutions to local problems are appreciative of the much more
comprehensive problems of the Congress of the United States and the myriad
of problems and points of view which must be recognized; and
!�,TFEREAS this Board recognizes the need -to carefully <consider the
effects of the channel deepening project on the environment of the
San Francisco Say Estuary, is concerned about the quality of water in
the Delta area and. the San Francisco Bay region as a whole and is
cooperating fully with all agencies and parties concerned to insure
maintenance of a proper ecological balance
NOW, TH-07REFORE, BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA
COUNTY, CALIFORNIA RESOLVED that It urges the Congress of the United States
to appropriate funds in the maximum amount which the U. S. Army Corps of
Engineers can utilize within its capability on aforesaid project so that
the significant local, regional, and national bonefts from this channel
development may be realized at the earliest practicable date.
