HomeMy WebLinkAboutRESOLUTIONS - 09252001 - 01-429 _L_°F_ Contra s Costa °sTA�oUx County THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY,CALIFORNIA Adopted this Resolution on September 2s, 7.001 , by the following vote: AYES: SUPERVISOR GIOIA, GERBER, DeSAULNIER, GLOVER, and UILKEMA NOES: NONE ABSENT: NONE ABSTAIN: NONE RESOLUTION NO.01/ 429 SUBJECT: In the Matter of the 2001 Contra Costa County Charity Campaign WHEREAS,Combined Health Charities of California,Bay Area Black United Fund,Earth Share of California, Local Independent Charities and The United Way of the Bay Area, will soon begin their 2001 fund raising campaigns;and WHEREAS these organizations provide vitally needed community services designed to ease human suffering, improve personal health and protect our environment;and WHEREAS this Board endorses a single fund raising drive among County employees to allow them the opportunity to donate to these charitable organizations; NOW, THEREFORE, this Board RESOLVED that Anne Henley Cain, County Librarian, is designated as Chairperson,and Tony Colon,Director of Community Services,as Co-Chairperson,for the 2001 Charity Drive Campaign among County employees;and BE IT FURTHER RESOLVED that all County employees are urged to donate, within their means, to the County Charity Drive to help support the worthwhile programs administered by the participating organizations. Membership varies from national to local CPA firms, academians, and all branches of federal, state and local governments. Positions held vary from partner to consultant and from finance director/controller and other accounting personnel to internal auditor. SRC members voluntarily review comprehensive annual financial reports (CAFRs) submitted to the GFOA Certificate of Achievement for Excellence in Financial Reporting program (Certificate program). These reviews culminate in a decision to either award or deny a Certificate of Achievement to a particular CAFR. To be considered for appointment to the SRC, the candidate must complete and submit an application form along with a current resume and any other pertinent materials to the GFOA. To be considered qualified to serve on the SRC, it is not necessary for the candidate to have obtained a high-level position. Generally, candidates that meet at least one of the following criteria are considered qualified to serve on the SRC: • have been involved in the preparation of an award winning CAFR • have been involved in the audit of an award winning CAFR • have equivalent experience and the recommendation of a past or current member of the SRC. The primary objective of the certificate program is to improve public sector financial reporting through education of program participants and SRC members. Applicants are requested to indicate their level of interest for various types of CAFRs (e.g., large municipalities, small counties, enterprise entities) according to their particular expertise and/or interest. This enables the reviewer to gain insight in terms of reporting techniques and industry trends. Performance of the reviews also demands that the reviewers stay abreast of the latest authoritative pronouncements influencing state and local government accounting and financial reporting. As of November 1, 1991, the Government Finance Officers Association began offering continuing professional education (CPE) credit to Special Review Committee Members. Registered SRC members who are licensed participants in approved states are able to claim a maximum of eight CPE contact hours each calendar year. Since the program's inception, CPE credit may be claimed in all states except: Mississippi, New York and West Virginia.
