HomeMy WebLinkAboutRESOLUTIONS - 09231997 - 97-493 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA IN THE MATTER OF: ) Resolution 97/493 Expressing the Board's ) Appreciation to State ) Senator Barbara Lee for ) Authoring SB 431. ) WSRUS. the County of Contra Costa has lost tens of millions of dollars in property tax revenue since the 1992-93 fiscal year which has been transferred by the State to the Educational Revenue Augmentation Fund(ERAF) to assist in eliminating the State's budget deficits, and WERUS, these transfers have been explained, in part, as an effort by the State to recover a portion of the "bailout"enacted by the State to assist counties, cities and special districts following the passage of Proposition 13, and ZWERE,45. the only local taxing jurisdictions which received "bailout" following the passage of Proposition 13 were those which had imposed a separate property tax rate prior to the passage of Proposition 13, and WER945. the Contra Costa County Library did not receive any "bailout"from the State following the passage of Proposition 13 because it did not impose a separate property tax rate prior to the passage of Proposition 13, and WBS, the only local taxing jurisdictions which were required to contribute to the ERAF were those which had received a portion of the "bailout" from the State following the passage of Proposition 13, and WWEs the Contra Costa County Library has not made any contribution to the ERAF on the basis that it did not impose a separate property tax rate prior to the passage of Proposition 13, therefore did not receive any "bailout"following the passage Proposition 13, and therefore was not required to make a contribution to the ERAF, and WERE4s, there has been some confusion regarding interpretations of the Legislature's intent regarding which local taxing jurisdictions were required to contribute to the ERAF, and ?D 5;e5,4S. State Senator Barbara Lee of Oakland, who represents the western portion of Contra Costa County, graciously agreed to author SB 431 of the 1997 Session of the Legislature in order to clarify that, for the above reasons, the Contra Costa County Library was not required to contribute to the ERAF, WV 7WER5%,0RE 8E 97 n WE Bo, RD 07 5-uPEX1SORS o,WE eoZOM 07 60*7R4 LOS7,¢ REsd,&W that the Board of Supervisors hereby expresses its gratitude and appreciation to State Senator Barbara Lee for her wisdom and foresight in agreeing to author SB 431, and 8E 477k 7,71SR REso. M that the Board of Supervisors thanks Senator Lee for taking swift and decisive action to preserve the fiscal integrity of the public library system in Contra Costa County so that all citizens of the County can continue to enjoy the many benefits which a fine library system provides to the community.
