In the Matter Resolution No. 97/492
RECOGNIZION OF NATIONAL
HISPANIC HERITAGE MONTH
SEPTEMBER 15—OCTOBER 15,1997
WHEREAS, America draws strength from the extraordinary diversity of its people, that
our national character is enhanced by citizens who maintain and honor cultural customs brought
from other lands; and
WHEREAS, the Hispanic people have long been part of this tradition, having been
among the earliest settlers in California, in Contra Costa County and other regions of the United
States and Latinos over the years have come to this country in search of democracy, freedom and
a better way of life. Their diverse and vibrant culture includes elements originating in Europe,
North America,Central America, South America and the Caribbean; and
WHEREAS, many Hispanic sons and daughters have served our country with
distinction, making important contributions in the arts and sciences, the business world,
academia, government and agriculture; and
WHEREAS, Hispanics have served in the United States Armed Forces and since World
War I have been awarded the Medal of Honor more than any other ethnic group and helping to
preserve the democracy and freedom all Americans enjoy; and
WHEREAS,pursuant to Public Law No. 400-402, approved August 17, 1988, "That the
President of the United States is hereby authorized and requested to issue annually a
proclamation designating 31 day period beginning August 15 and ending on October 15 as
National Hispanic Heritage Month and calling upon the people of the United States especially
the educational community,to observe such month with appropriate activities.';and
WHEREAS, on October 4`h, Saturday evening, an Artist Reception will be held at
County East Mall, 2500 Somersville Road, Antioch, California from 7:30-9:30 P.M. focusing on
local artists and their works, and on October 5''°Sunday, at the same location, a Hispanic Festival
will take place from 11 A.M. to 5 P.M. with exhibits, information and resource booths
representing governmental and private sector agencies with cultural performances throughout the
day sponsored by the non-profit organization, Give Always to Others &Company.
NOW, THEREFORE, BE IT RESOLVED, We, the Contra Costa County Board of
Supervisors do hereby proclaim the days of September 15 through October 15, 1997 as
NATIONAL HISPANIC HERITAGE MONTH and urge all people of this County to honor
this observance with programs, activities and ceremonies to learn about and promote the Latino-
Hispanic contribution.
PASSED by unanimous vote of the Board Members present on this 23`a day of
September, 1997.
