C. 25210.8 & (MS7-93 ) ) 54900 ff.) in the Alamo Area and ) and Authorizing a ) Special Tax Election in ) Said Zone. ) This Board recognizes the need for increased police protection services in the above subject zone and the difficulty of funding the current or an increased level of services by revenues now available. Government Code Sections 50077 and 53978 establish procedures for voter authorization of a special tax in order to provide additional funding for police protection. NOW, THEREFORE, THIS BOARD HEREBY DETERMINES, ORDERS AND DIRECTS: 1 . That portion of Contra Costa County Service Area P-6 described in Attached Exhibit "A" is established as Zone 1606 of County Service Area No. P-6. No affected properties located therein will be taxed for any existing bonded indebtedness or contractual obligations as a result of the formation of said zone. 2. The Clerk of this Board shall cause the filing of a statement of the creation of said zone to be made with the County Assessor and the State Board of Equalization (in Sacramento) pursuant to Government Code Sections 54900-54902. The filing shall include a map or plot indicating the boundaries of said zone. 3. That Ordinance No. 97-26 adopted this date is to be presented for approval of the voters of Zone 1606 of County Service Area No. P-6 by a October 7, 1997 mail ballot election according to the following ballot proposition: "Shall Ordinance No. 97-26 of the Board of Supervisors of Contra Costa County be approved so as to authorize a special tax on property located in Zone 1606 of County Service P-6 to maintain the present level of police protection service and provide additional funding for increased police protection service?" 4. The County Clerk (Elections Clerk) is directed to take all steps necessary to conduct the election required by this order. Said election shall be conducted by mailed ballot (Elections Code Sections 1340 and 1350 ff.) and shall be held as specified above. A synopsis of the Ordinance may be used. PARCEL TWO: A non-exclusive right or way, as an appurtenance to Parcel One above for use as a roadway for vehicles of all kinds, pedestrians and animals and as a right of way for water, gas, oil and sewer pipe lines and for telephone, electric light and power lines, together with the necessary poles or underground conduits to carry said lines, over, under, along and across a strip of land 50 feet in width, the center line of which is described as follows: Beginning at the Northwest corner of the Parcel of Land described in the Deed from Darrell B. Edwards, et ux, to Arthur S. Briggs, et ux, dated June 2, 1949 and recorded June 22, 1949, in Book 1404 of Official Records, at Page 73; thence along the west line of said Briggs Parcel (1404 OR 73) south 120 00'east, 507.54 feet to the Southwest corner of said Briggs Parcel (1404 OR 73). The west line of said strip to be lengthened or shortened so as to extend from the north line of the Parcel of Land described in the Deed from Martha Jeannette Bunce to Martha Mougin and recorded in Book 295 of Official Records, at Page 351 to the Northern line of said Briggs Parcel (1404 OR 73), and the east line of said strip to be lengthened or shortened so as to extend from said north line of Mougin Parcel (295 OR 351)to the south line of the Parcel of Land described in the Deed from J. Briggs, et ux, dated June 2, 1949 and recorded June 22, 1949, in Book 1404, Official Records, at Page 73, that bears south 120 00' east, 166.21 feet from the Southeast corner of the Parcel of land described in the Deed from J. Elliot and recorded in Book 213 of Deeds, at Page 217; thence south 820 13'west, 625.58 feet; thence Northwesterly along the arc of a curve concave to the north having a radius of 150 feet and tangent to the last mentioned course an arc distance of 134.22 feet; thence north 460 31'west, 114.18 feet; thence Northwesterly along the arc of a curve concave to the Southwest having a radius of 100 feet and tangent to the last mentioned course an arc distance of 20.22 feet; thence north 581 06' 15"west, 86.48 feet to the west line of Edwards Parcel (1320 OR 286), as referred to in Parcel One above. PARCEL FOUR: A non-exclusive right of way as an appurtenance to Parcel One above for use as a roadway for vehicles of all kinds, pedestrians and animals and as a right of way for water, gas, oil and sewer pipe lines and for telephone, electric light and power lines, together with the necessary poles or underground conduits to carry said lines over a strip of land 40 feet in width, described as follows: Beginning at the Northeast corner of the 22.72 acre Parcel described as Parcel Two in the Deed from Joe S. Silva, et al, to Percy R. Matheron, et al, dated November 24, 1942, and recorded November 24, 1942 in Book 555 of Official Records at Page 303; thence south 11° 35' 30"east along the Eastern line of said Matheron Parcel, 355.82 feet; thence south 780 27' 30"west, 40 feet to the Western line of the Parcel of Land described as Parcel 2-B in the Deed from Percy R. Matheron, et ux, to John P.
