SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Appoint to the General Service Women 's Health category on the Advisory Committee
on the Employment and Economic Status of Women for a term expiring February 28,
1986 Mary Helen Rocha (Antioch) .
BACKGROUND:
Ms. Rocha has applied for appointment to the Advisory Committee on the Employment
and Economic Status of Women. The Advisory Committee has talked to Ms. Rocha
and "recommends her appointment as does staff to the Advisory Committee. Ms. Rocha
is active in her community, is employed by the Center for Human Development, and
has demonstrated an interest in the drug and alcohol problems of youth.
Our Committee agrees Ms. Rocha would be an outstanding member of the Advisory
Committee.

SUBJECT: Appointments to Mental Health Advisory Board
SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Appoint to the Mental Health Advisory Board representing the Chairman of the
Board of Supervisors The Rev. Palmer Watson (San Pablo) for a term expiring
May 31 , 1987.
2. Appoint to the Mental Health Advisory Board to a General Public seat Cynthia Miller
(Martinez) for a term expiring May 31 , 1987.
3. Leave vacant for the time being the remaining two seats on the Mental Health
Advisory Board and direct the Health Services Director, or his designee, to meet
with the Mental Health Advisory Board and all other organizations that have expressed
an interest in having a direct consumer of mental health services on the Mental
Health Advisory Board to develop a consensus on a definition of "direct consumer",
to determine whether one or two seats should be reserved for a "direct consumer",
to solicit nominations according to the definition of "direct. consumer", to screen
those' who indicate an interest .in being appointed as a "direct consumer", and
return to the 1985 Internal Operations Committee with a report and recommendations
on each of these issues by February 1 , 1985.
BACKGROUND:
Our Committee met on November 19, 1984 and December 3, 1984 with Stuart McCullough,
Assistant Health Services Director--Mental Health, representatives from the Mental Health
Advisory Board, and several organizations interested in seeing one or more persons who
have actually received services from the County's mental health program appointed to
the Mental Health Advisory Board. These groups or organizations include Patients '
Rights Advocacy and Training, TALLAY (Take a Loving Look at Yourself) , Mental Health
Association of Contra Costa County, Center for Human Development, and the Contra Costa
Alliance for the Mentally Ill .
Although State law does not require that an actual recipient of mental health services
be appointed to one of the "consumer" seats, our Committee agrees that such an appoint-
ment should be made. Unfortunately, by the time the various advocacy groups became
aware that nominations were being solicited, the Mental Health Advisory Board had
already completed their screening process and had nominated appointments to our
Committee. There is a need to define exactly what criteria would be used to determine
whether an individual qualified as a "direct consumer", including receipt of services
from the County system as opposed to the private mental health system; receipt of
services frov Contra Costa County as opposed to another county; whether receipt of
inpatient services are arequirement, etc.

In order to give staff an opportunity to meet with all parties concerned
and arrive at some consensus on these issues, we are recommending that two
appointments be made and that the other two vacancies be left vacant until
staff report back to the 1985 Internal Operations Committee.
