WHEREAS, breast cancer is a devastating public health crisis and is the most common cancer
among women and the second leading cause of cancer death for women in the U.S. and California;
and
WHEREAS, women in Contra Costa County have the second highest incidence of breast cancer in
the state, and among Hispanic women, Contra Costa's breast cancer rate is the highest in the state,
second highest among Asian women and third highest among African American women; and
WHEREAS, early detection ---through clinical breast examinations and mammograms --- is the best
way to improve a woman's chances for survival against breast cancer; for women age 50 and
older, screening mammography performed every 1-2 years could reduce deaths due to breast cancer
by as much as one-third; and
WHEREAS, physician referral is a key factor influencing a woman's decision to get a mammogram
--- more than three-quarters of women who receive mammograms do so because of their doctor's
recommendations --=and breast cancer mortality will be reduced when physicians increase the
number of patients they refer for screening mammograms; and
WHEREAS, despite the fact that breast cancer screening rates have doubled in California since
1987, the women who are and are not receiving breast cancer screening services are clearly
separated by their economic and insurance status;
WHEREAS, the Contra Costa County Breast Cancer Partnership is a coalition formed by
community-based organizations, breast cancer survivors, advocates, health care providers and
county agencies to make breast cancer screening a community priority and to create a network that
advocates for more research and education
NOW, THEREFORE BE IT RESOLVED, that this Board of Supervisors, County of Contra Costa, State
of California, does hereby proclaim the month of October, 1995, as Breast Cancer Awareness
Month.

September, 1995.
