SUBJECT: Establishment of Underground Utility District No.27, Loring Avenue, Crockett Area.
Project No. 0676-6P1052, CDD CP#95-48
The Board of Supervisors of Contra Costa County RESOLVES that:
The Board of Supervisors of Contra Costa County has adopted Ordinance No. 68-10 (Ord. C.
1008-2.002 et seq.) which provides for the establishment of Underground Utility Districts in
those areas of the County where the public health, safety, or welfare requires the removal of the
overhead distribution system from the public streets, alleys or ways, and the replacement
thereof with an underground system.
An order of the California Energy commission (AFC-93-1) providing conditions of certification
for the cogeneration project now under construction at 550 Loring Avenue, Crockett, requires
the undergrounding of utilities along a section of Loring Avenue, from Rolph Street to Vallejo
Street, at the expense of Crockett Cogeneration, the developer of the Cogeneration Plan. Under
Rule 20-B for utility conversions, the developer will pay for all costs related to the installation
of the underground system. The developer will further pay for any reasonable costs incurred
by Contra Costa County in this matter.
It is the intention of this Board to conduct a public hearing to ascertain whether it is in the
interest of the public health, safety, or welfare to underground the overhead distribution system
from the public street, alleys or ways of the unincorporated area along Loring Avenue between
Rolph Street and Vallejo Street, all in the Crockett area, as shown on the attached map and
legal description marked Exhibit "A
At 9:45 a.m., on October 10, 1995, in the Chambers of the Board of Supervisors, County
Administration Building, Martinez, California, this Board will conduct the said public hearing on
the proposed establishment of Underground Utility District No. 27 in the area hereinabove
described and at that time will hear the testimony of all interested persons for or against the
establishment of this zone.
The Clerk is directed to notify all affected property owners, as shown on the last equalized
assessment rolls, and utilities concerned, by mail, of the time and place of such hearing at least
ten (10) days prior to that date.
