HomeMy WebLinkAboutMINUTES - 12041984 - 2.3 a3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY CALIFORNIA Adopted this Order on December 4, 1984 , by the following vote: AYES:i Supervisors Powers , Fanden , Schroder , McPeak , Torlakson NOES:', None ABSENT: None ABSTAIN: None SUBJECT: Proposed Ordinance for Regulating Interstate Truck Terminals and Routes The proposed ordinance for regulating interstate truck termilnals and routes was introduced November 27, 1984 and the Board received a report on that date from J . Michael Walford , Public Works Director , transmitting information with respect to the Federal Surface Transportation Assistance Act , a component of which allows larger vehicles to operate on designated systems of state .highways , and California AB 866 which directs State and local governments to provi+de "reasonable access of these trucks to terminals and services ." The report states that a local process must be established, in the formiof an ordinance , to enable the California Highway Patrol to enforce terminal access provisions on the County road systems . Phil Batchelor , County Administrator , stated that notifi- cation of the proposed ordinance had been forwarded to the Sacramento office of the California Trucking Association rather than the local office located in Burlingame , and that as a result , members of the trucking industry felt they had not had adequate notification . Mr . Batchelor recommended that consideration of the ordinance be con- tinued for one week to allow the trucking industry to respond . Mr . Baysul Parker , President , California Trucking Association , 1240 'Bayshore Highway, Burlingame 94010 , appeared before the Board and stated that the trucking industry' s objection to the ordinance was based on the definition of "terminal" contained in the ordinance . He noted that as it is written , the definition could include any store where freight is unloaded and the merchants would be required to pay for permits , directional signs , etc . He stated that the trucking industry feels that the ordinance is unnecessary and that the State vehicle code provides sufficient regulation of interstate trucks . Supervisor Tom Powers indicated that if the trucking industry has a better definition of "terminal" than that contained in the ordinance perhaps they could suggest it to County staff for consideration . There being no further discussion , IT IS BY THE BOARD ORDERED that consideration of the aforesaid ordinance is CONTINUED to December 11 , 1984 .
