THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on December 4, 1984 , by the following vote:
AYES: Supervisors Powers , Fanden , Schroder , McPeak, Torlakson
NOES: None
ABSENT: None
ABSTAIN: None

SUBJECT: Policy on Financing Transportation Facilities
The Board received a report dated December 4, 1984 from
Phil 'Batchelor , County Administrator , describing the long term , four
phase Countywide transportation study undertaken by the Transportation
Planning Division of the Public Works Department and recommending that
the Board continue their policy of not taking a position regarding the
implementation of a local fuel or sales tax for transportation in
Contra Costa County until said study is completed and the Contra Costa
Transportation Advisory Committee has had the opportunity to review
the alternative ways of meeting our transportation needs and recommend
a course of action to the County.
Supervisor Robert Schroder noted that he represents the
Board on the Bay Area Coalition for Transportation (BACT) to develop
strategy for local funding of transportation needs in the Bay Area .
He stated that the group will continue to meet in an effort to
determine possible funding methods for local jurisdictions .
Supervisor Tom Torlakson commented that due to a misunder-
standing there has been concern expressed locally, and a letter had
been received from the City of Pittsburg, regarding the Board's policy
with respect to an increase in sales tax or gas taxes as a source of
funds for transportation needs . He stated that he felt there is a
need !'to clarify the Board' s policy on this matter :
Supervisor Tom Powers agreed and noted that the Board does
not have a policy to increase sales and gas taxes to provide funding
for transportation . He commented that the Board will look at all
areas in an effort to identify a revenue source that the public will
support .
There being no further discussion , IT IS BY THE BOARD
ORDERED that receipt of the aforesaid report from the County
Administrator , amended to note Supervisor Schroder' s participation
in the Bay Area Coalition for Transportation , is ACKNOWLEDGED .
IT IS FURTHER ORDERED that the County Administrator and
Public Works Director are DIRECTED to respond to the letter from the
City „of Pittsburg with respect to the Board' s policy on sales and gas
tax increases .
