SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendation
Approve the following schedule of fees, effective January 1, 1985 to be
charged to public and private agencies which enter into agreements to access
the County's automated Land Information System (LIS) :

" The fees set forth herein are based on the following:
Set-up Fee
The set-up fee covers the cost of operator training and initial
and on-going technical assistance.
Monthly Terminal Charges
1. Operations Cost (Data Processing)
To be computed annually based upon the projected data
processing personnel and equipment costs associated with the
LIS system divided by the number of projected subscribers.
2. LIS Fee
A charge assessed each subscriber to cover the cost of
system development and projected costs for future development
and ongoing maintenance of the system.
Background
On May 3, 1984 your Board approved a Land Information System User Fee
Schedule for cities and special districts. No private agency user fee was
established at that time inasmuch as the initial effort was directed to
inclusion of other public agencies. To date, only two cities have joined
the system. Other public and private agencies have expressed interest in
the system but the current set up fee of $2,000 - $15,000 has deterred their
participation. The Land Information System Steering Committee has recommended
modification to the current fee schedule in order to encourage participation
by a larger number of system users. The major change is the establishment
of a set-up fee of a flat $2,000 for all agencies (public and private) in lieu
of the original sliding scale fee of $2,000 - $10,000 for public agencies and
a flat fee of $15,000 for private agencies. The lower "up-front" cost is
expected to generate additional system users which, in turn, will benefit all
users through increased data input.
