WHEREAS, Bud Stewart has the notable honor of retiring, not once, but twice as City Manager
of Concord. On August 18, we will once again bid farewell to Bud, who is loved and admired
both personally and professionally by many Concord and Contra Costa County residents; and
WHEREAS, Bud was persuaded out of his initial 1986 retirement in November of 1992. It was
perceived that only his 26 years of experience and sensible and calm management style would
"save" the city after suffering a period of turmoil; and
WHEREAS, Bud's roots in Concord are deep and varied. He saw the city through its greatest
growth period, administering such projects as the Sun Valley Mall, the Concord Pavilion, Camp
Concord, the Bank of America complex, and community parks in every sector of the city. The
population of Concord grew from 36,208 to 103,000 during his initial tenure; and
WHEREAS, Bud's thumbprint is also on the Presbyterian Community Center across from Todos
Santos Plaza. He directed its renovation from an X-rated theater bought by the Presbyterian
Church, of which Bud and his wife, Dorothy, have been members for 34 years, to a useful and
dignified addition to the downtown area; and
WHEREAS, the past two years have proved to be a success, and we are all fortunate for Bud's
generous agreement to come out of retirement to assist the city through a difficult time. Bud's
influence in local government will be deeply missed, but we are grateful for his dedicated service
and many contributions towards the betterment of the City of Concord.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares August 18,
1994, as FARREL A. "BUD" STEWART DAY in Contra Costa County and wishes him much
happiness in his final retirement.
PASSED AND ADOPTED ON August 9, 1994, by a unanimous vote of the Board members
present.
