The Board of Supervisors has adopted agreements with several employee
organizations in Memoranda of Understanding regarding terms and conditions
of employment for the period October 1 , 1993 through September 30, 1995; and
The County Administrator has recommended that similar terms and conditions
be adopted for elected officials, appointive officers, management employees not
included in representation units, and unrepresented employees; NOW
THEREFORE:
The Contra Costa County Board of Supervisors in its capacity as governing Board
of the County of Contra Costa, and all districts of which it is the ex-officio
governing Board, RESOLVES THAT:
Effective on the dates indicated herein, Resolutions 92/107 and'.94/51 , which
most recently established compensation and benefits for County Officers,
management and unrepresented employees, are amended and supplemented as
follows:
A. Increased Annual Management Administrative Leave. All permanent full
time classified, exempt and project management employees not included
in representation units listed in Exhibit A who are currently eligible to
receive 40 hours annual administrative leave and not included in
representation units, shall be credited effective January 1 , 1995 and each
January I thereafter, with fifty (50) hours of paid personal leave. This time
shall continue to be non-accruable and all balances will be zeroed out
effective December 31 st each year. Permanent part time employees shall
have such leave prorated based on their position hours.
In recognition that this, benefit adjustment is being formulated
approximately 6 months prior to its implementation, a one-time-only 50%
proration of the additional 10 hours of administrative leave credits will be
credited to all eligible management employees in the form of 5 hours
credit effective on the October 10th, 1994 paycheck.
B. Increased Management Life Insurance. All classified, project and exempt
management employees whose classifications are identified in Exhibit A,
and who are not included in representation units, excluding Department
Heads, Elected Officials and judicial Officers whose classifications are
identified in Exhibit A, shall have their current term life insurance coverage
increased effective October 1 , 1994 from $40,000 to $45,000. Premiums
for this insurance shall be paid by the County with conditions of eligibility
to be reviewed annually. Department Heads, Elected Officials and judicial
Officers shall continue with their group life insurance coverage
unchanged.
C. Video Display Terminal (VDT) Users Eye Examination. Effective October 1 ,
1994, all elected officials (except Superior and Municipal Court fudges and
related classes under jurisdiction of the State of California), appointed
officials and management employees whose classifications are listed in
Exhibit A, and who are not included in representation units shall be
eligible to receive an annual eye examination on County time and at
County expense provided that the employee regularly uses a video display
terminal at least an average of four (4) hours per day as certified by their
department.
Employees certified for examination under this program must process
their request through the Employee Benefits Division of the County
Personnel Department. Should prescription VDT eyeglasses be prescribed
for the employee following the examination, the County agrees to
provide, at no cost, the basic coverage including $10 frame and single
vision lenses. Employees may, through individual arrangement between
the employee and their doctor and solely at the employee's expense,
include bifocal, trifocal or blended lenses and other care, services or
materials not covered by the Plan. The basic plan coverage, including the
examination, may be credited toward the employee-enhanced benefit.
D. Retirement Investment Alternatives Study. The County Administrator or
designee shall undertake an investigation of investment alternatives
suitable for sheltering income for retirement purposes.
E. Catastrophic Leave Bank. Effective April 1 , 1994 the County Personnel
Department will begin operation of a Catastrophic Leave Bank which is
designed to assist any exempt, classified or project
management/unrepresented employee not in a represented unit who has
exhausted all paid accruals due to a serious or catastrophic illness, injury,
or condition of the employee or family member. The program establishes
and maintains a Countywide bank wherein any employee who wishes to
contribute may authorize that a portion of his/her accrued vacation,
compensatory time, holiday compensatory time or floating holiday be
deducted from those account(s) and credited to the Catastrophic Leave
Bank. Upon approval, credits from the Catastrophic Sick Leave Bank may
be transferred to a requesting employee's sick leave account so that
employee may remain in paid status for a"longer period of time, thus
partially ameliorating the financial impact of the illness, injury, or
condition.
Catastrophic illness or injury is defined as a critical medical condition, a
long-term major physical impairment or disability which manifests itself
during employment. Regulations regarding operation of this plan will be
promulgated by the Personnel Director.
F. Definition of Immediate Family. Effective on the day following Board
adoption of this Resolution, the County Sick Leave Policy shall be amended
to include within the definition of "Immediate Family" both "niece" and
"nephew".
G. Assessor's Educational Incentive Differential. Effective August 1 , 1994
this benefit, which is authorized for designated Assessor's Department
management classes in Section III.J of Resolution 92/107 and amended in
Section 4 of Resolution 92/835, is amended to allow a monthly differential
of either $50 or 1 .5% of base salary, whichever is larger, for possession of
the appropriate professional educational certificate under conditions
specified in the aforementioned Resolution.
H. Special Equity Adjustments. Effective August 1 , 1994 the salaries of the
management classes listed below shall be adjusted on the basic salary
schedule by the number of levels and in the manner indicated:
1 . Board of Supervisor's Assistant 0991): Effective August 1 , 1994
Resolution 81/802 which established this occupation as a deep class
is amended by the addition of a 5% salary step at the upper end of
the salary range for special designated assignments as Staff
Supervisor, Chief Assistant or Community Relations Assistant. Such
compensations shall recognize employees in the class who have
primary responsibility for (1) staff supervision, (2) attending
meetings and speaking for the Board member, (3) performing the
most complex research and other assignments, or (4) providing
conflict or problem resolution in the most sensitive constituent
situation.
2. Assistant County Registrar - Exempt (ALBI): Effective August 1 ,
1994 reallocate salary to schedule/level C5 2230.
3. Agricultural Commissioner/Director of Weights & Measures (BAA1):
Effective August 1 , 1994 reallocate salary to schedule/level C5
2421 .
I. Deferred Compensation Incentive Program. Employees with a break in
deferred compensation contributions because of either an approved
medical leave or approved financial hardship withdrawal shall not be
required to reestablish eligibility. Further, employees who lose eligibility
due to budgetary constraints but maintain contributions at the required
level and later return to an eligible position shall not be required to
reestablish eligibility.
J. Health Plan Savings. Paragraph one, Section I (Salaries) of Resolution
94/51 is amended to read:

Choice Health Plan by the QualMed Health Plan shall be computed
in the manner described in the January 13, 1994 Tentative
Agreement on Wages and Health Plan Adjustments between the
County and the Contra Costa Labor Coalition, and which is above
the 20 level salary increase, shall be added to the 1% salary increase
effective January 1 , 1995".
