Agreement (DDA) between the Contra Costa )
County Redevelopment Agency ("Agency") )
and Lenheim and Mitchell, Inc. ("Developer") )
in the North Richmond Redevelopment Project )
Area ("Project Area") . )
It is the intent of the Agency to enter into a DDA with Developer
as the designated developer of seven (7) single family detached
homes in the Project Area. The purpose of the DDA is to provide
for:
1. The conveyance of Agency-owned property to the Developer;
2 . The construction by Developer of seven single family detached
homes;
3 . The sale of the homes to lower income households;
4 . The participation of the Agency in the sale of the homes by
providing a subsidy in the form of a deferred payment second

In accordance with California Community Redevelopment Law (Health

Report on the DDA; the Summary Report and the DDA have been made
available for public inspection; and the Agency and Board of
Supervisors have held a duly noticed public hearing to consider the

The DDA is in the best interest of the County and the Agency, and
is necessary for implementation of the North Richmond Redevelopment

The Board of Supervisors and the Agency find that the purchase
price of property interest to be conveyed to Developer pursuant to
the DDA is not less than the fair market value of such interest
determined at the highest and best use permitted under the
Redevelopment Plan.
