HomeMy WebLinkAboutRESOLUTIONS - 08131991 - 91-576 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order,on August 13, 1991 , by the following vote: AYES: Supervisors Fand en, Schroder, McPeak, Torlakson and Powers NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 91/ 576 SUBJECT: Supporting the Joint Development and Implementation of a Transportation Demand Management (TDM) Ordinance for Eastern Contra Costa County WHEREAS, Measure C's Growth Management Program calls for each jurisdiction in Contra Costa County to adopt a Transportation Demand Management (TDM) ordinance by December, 1991, once a TDM policy is approved by the Contra Costa Transportation Authority, in order to receive Measure C local street and maintenance funds; and } WHEREAS, on June 19, 1991 the Contra Costa Transportation Authority approved a set of TDM policy requirements and a model ordinance as guidance for compliance, which allows for joint administration of a TDM ordinance; and WHEREAS, Proposition 111 , approved by voters in June 1990, requires each of California's urban counties to prepare a Congestion Management Plan (CMP) which includes implementation of local measures to reduce trip-making, increase average auto occupancy and encourage use of transportation modes other than the automobile; and WHEREAS, the San Francisco Bay Area Air Quality Management District under authority granted by the California Clean Air Act has prepared a draft plan to bring the region's air basin into compliance with state and federal air quality standards and includes a trip reduction requirement for cities and counties intended to increase average auto occupancy and reduce trip making; and WHEREAS, joint development and implementation of a TDM program by jurisdictions in eastern Contra Costa County would reduce the administrative burdens and costs on cities, and would result in economies of scale and improved service coordination and effectiveness; and WHEREAS, the cities in eastern Contra Costa County have already established a Joint Exercise of Powers Agreement to provide public transit service through the Eastern Contra Costa Transportation Authority (TRI-DELTA TRANSIT) and that such an entity could administator the TDM ordinance; NOW, THEREFORE, BE IT RESOLVED that the County of Contra Costa supports the concept of joint development and implementation of a Transportation Demand Management (TDM) ordinance with neighboring jurisdictions in eastern Contra Costa County; The County of Contra Costa requests the Board of Directors for the Eastern Contra Costa Transportation Authority (TRI-DELTA Transit) to administer the TDM ordinances for the cities and County in eastern Contra Costa and authorize its staff to work with the cities and County to develop a TDM ordinance for adoption by all jurisdictions in eastern Contra Costa County; and That a copy of this resolution be sent to the TRI-DELTA Transit Board of Directors. 1 hereby certify that this is a true and correct copy of an action taken and e '199�ntered on the minutes of the Board of Supervisors e own.
