Elena Hopkins on Thirty-Three )
Years of Dedicated Service ) Resolution No. 89/ 631
to Contra Costa County )
WHEREAS, Elena Hopkins is retiring after thirty-three years of dedicated
service in the Department of Social Services for Contra Costa County;
and
WHEREAS, Elena Hopkins has served the Social Services Department in a
variety of .indispensable roles over these years, rising from a
clerk-typist in 1956 to our present-day Assistant County Welfare
Director for West Contra Costa; and
WHEREAS, Elena Hopkins has been a tireless and effective administrator,
overseeing the enormous organization that is West County Social
Services, and has balanced the sometimes conflicting roles of
efficiently managing a bureaucracy and effectively serving a community;
and
WHEREAS, Elena Hopkins, a long-time West County resident, has been
extraordinarily responsive and committed to the citizens and the needs
of West County; and
WHEREAS, Elena Hopkins has given her heart and soul to serving this
diverse and changing community, with its multitude of problems and
blessings, without burning out, growing cynical , or giving up; and
WHEREAS, Elena Hopkins will be sorely missed by the members of the Board
of Supervisors, the staff of the Social Services Department, and the
West County community;.
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of
Supervisors commends and thanks Elena Hopkins for thirty-three years of
exemplary service to the Contra Costa County Department of Social
Services and to the people of Contra Costa County; and
BE IT FURTHER RESOLVED that the Contra Costa County Board of Supervisors
charges Elena Hopkins with enjoying her well-deserved retirement.
