HomeMy WebLinkAboutRESOLUTIONS - 08221989 - 89-575 9:oo ?kl, THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 22, 1989 by the following vote: AYES: Supervisors Fanden, Schroder, Torlakson NOES: None ABSENT: Supervisors Powers, McPeak SUBJECT: Proclamation of Economic ) Opportunity"Week in Contra ) RESOLUTION NO. 89/575 Costa County, August 20-27 ) WHEREAS, it has been twenty-five years since this nation declared unconditional war on poverty through the enactment of the Economic Opportunity Act,,„, signed into law on August 20, 1964; and WHEREAS, the purpose of this legislation was to eliminate the paradox of poverty in the midst of plenty in this nation; and WHEREAS, the cornerstone of America' s war on poverty has been the Community Action Agencies, created to offer the nation' s poor "a hand up, not a hand out" ; and WHEREAS, the Community Action Agencies have continued to lead the struggle against poverty for 25 years, helping poor people overcome hunger, inadequate housing, illiteracy, unemployment, discrimina- tion, powerlessness, exploitation and lack of access to such remedial and vital services as health care and education; and WHEREAS, the Community Action Agencies have made an invaluable contribution to our nation, through the development of innovative and cost-effective programs which have helped millions of poor Americans find their way out of poverty; and WHEREAS, the paradox of poverty in the midst of plenty continues today when, although 1987 represented the fifth year of economic recovery, the poverty rate that year soared higher than in any year in the 1970s, higher even than during the major recessions of 1974 and 1975; and WHEREAS, this nation must continue to wage a war on poverty in order to uphold its commitment to the least fortunate among us, including America' s children, elderly, working poor and other disadvantaged groups; and WHEREAS, we know more today than ever before about effective, positive approaches to self-sufficiency; NOW THEREFORE BE IT RESOLVED, that Contra Costa County rededicates the Community Services Department to the continuing war on poverty and to the leadership of Community Action Agencies in advancing this struggle; and NOW THEREFORE BE IT RESOLVED, that the Contra Costa County Community Services Department be included in the list of those to be presented to the U. S. Congress and to the President of the United States in conjunction with the National Association of Community Action Agencies' Rededication Ceremony in Washington, D.C. , September 8th, 1989. NOW THEREFORE ;BE IT RESOLVED that August 20 - 27 be proclaimed as Economic Opportunity Week in Contra Costa County and urge all citizens to rededicate themselves to ending poverty within our county.
