HomeMy WebLinkAboutMINUTES - 12181984 - X.26 y TO: BOARD OF SUPERVISORS FROM: Supervisor Tom Torlakson Contra Costa DATE: December 18, 1984 County SUBJECT: FIRE CONDITIONS AND REQUIREMENTS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION BACKGROUND INFORMATION: I recently met with fire chiefs and key personnel of the Bethel Island, Brentwood, Byron, Eastern, Oakley, and Riverview Fire Protection Districts. They expressed concern that. their recommendations for conditions are not being uniformly followed by the Planning Department and Public Works Department. In some cases these recommendations are entirely "dropping through the cracks." In other cases, conditions which are attached to tentative maps are not followed up on and building permits are issued before the necessary fire improvements are in place or guaranteed. This general situation presents safety problems and enforcement problems. Obviously, it presents frustration to the fire officials. Some of the conditions have -to do with site hydrants and fire hydrant locations, requiring water to be extended to rural subdivision areas or requirement of water tank systems to be built on sites for fire protection. Some of the complaints have to do with road access recommendations. In some subdivisions, the fire recommendations are specifically included in the "conditions of tentative map approval " (see attached conditions of approval in Subdivision 21-83) . In other cases, the recommendations and requirements of the fire districts are included in an "advisory statement" at the end of the tentative map conditions (see MS 61-84, page 2, attached) . I cannot understand the purpose of setting up advisory statements versus actually including the, recommendation as conditions of approval . I would certainly prefer to see the latter. Another issue regards the language establishing a contribution to the Riverview Fire Protection District from the West Pittsburg subdivisions and language requesting con- tribution to the Oakley Fire District from subdivisions in the Oakley-Knightsen area. The language asking for "contributory" fees has not been uniformly requested nor even "advised" by staff. Therefore, again, there has been a non-uniform application. A number of these matters has been referred to the Fire Chiefs Association and a special committee to work to develop uniform recommendations to be suggested for this county to follow. RECOMMENDED ACTION: Refer these issues as well as the task of reviewinig the fire chiefs' recommendations when they emerge early in the year to the 1985 Internal Operations Committee. Also refer this matter to the County Administrator, Planning Department, Building Inspection, and Public Works Department.
