SUBJECT: In the Matter of Consolidation ) of all Street Lighting "L" ) RESOLUTION NO. 86/504 County Service Areas to Form ) (Gov. C. §55.7082, 57077 , New Consolidated CSA L-100 ) 57081) ) 1. On March 21, 1986 , by Resolution No. 86/135, this Board proposed that the Local Agency Formation Commission (LAFCO) approve the consolidation of all L Service Areas into a single new L Service Area, to be designated L-100 . The boundaries of said Service Areas are as shown on the Assessor ' s and Public Works Departments' maps for "L" Service Areas, as on file and available in the offices of the aforesaid Departments. The reason for the proposal is to provide more efficient and cost effective street lighting services throughout the County by having one new county service area with a single management structure and operational area throughout the County and to more equitably finance the cost of lighting services by a common service charge structure throughout the unincorporated area of the County after January :l,. 1987. 2 . On May 14, 1986 , the Local Agency Formation Commission approved the proposal, along with adoption of a sphere of influence coterminous with the boundaries of agencies that provide sewage disposal service, excepting such territory as is within city . boundaries. 3. This Board, having held public hearing on the aforesaid proposal and having received no petitions/protests against the proposal during the time allowed therefore, hereby finds that petitions/protests have -not- been filed to require an election. 4 . As authorized by the Local Agency Formation Commission; and pursuant to the Cortese-Knox Act, (Gov. C. §§56000 et seg. ) , this Board hereby orders the proposed consolidation, without an election but subject to the condition that all' County property, other assets and personnel used for the Service Areas to be consolidated are to be used in the new consolidated' Service Area L-100. 5 . The new consolidated Service Area is to be named County Service Area L-100 and is to operate under the same law as the dissolved L Service Areas that preceded the new Service Area. 6 . This Board intends that, pursuant to Section 3 (a) of Article XIIIB of the California Constitution, .-the appropriation limits of all the dissolved L Service Areas be combined and be transferred. to become .the appropriation limit of the new consolidated Service Area L-100. 7. The regular County assessment roll will be used for any property tax assessments in support of the new consolidated L-100 Service Area. •. _8 . . Property throughout the new consolidated L-100 Service Atea is to be taxed for any bonded indebtedness of the dissolved L Service Areas.
