THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on July 8, 1986 by the following vote:

SUBJECT: Request to the California Transportation. Commission to place State Route 4
on the "Special Studies list".
WHEREAS, Contra Costa County, as a major residential and commercial center is ex-
periencing serious traffic problems; and
WHEREAS, The transportation corridor represented by State Route 4 between Willow
Pass Road in the City of Concord and Bailey Road in the City of Pittsburg is
already congested with traffic and future growth projections indicate the traffic
will become worse; and
WHEREAS, Improvement to this section of State Route 4 is the highest priority non-
interstate project indentified by Contra Costa County and is the highest priority
non-interstate project in the Bay Area region as identified by the Metropolitan
Transportation Commission through the State Transportation Improvement Program
process; and
WHEREAS, Contra Costa County has pursued discussions with the United States Navy
for the Navy to close Port Chicago Highway because of safety concerns related to
the Concord Naval Weapons Station thus increasing traffic on an already congested
State Route 4; and
WHEREAS, A rail extension in the same State Route 4 corridor has been proposed; and
WHEREAS, In order to accommodate a rail extension the Bay Area Rapid Transit District
has recently allocated $2 million to Contra Costa County for the environmental and
engineering of improvements to the State Route 4 corridor; Now, Therefore, Be It
RESOLVED, That the County of Contra Costa respectfully requests that the California
Transportation Commission consider including State Route 4 between Willow Pass Road
in the City of Concord and Bailey Road in the City of Pittsburg on the "Special
Studies List" which would allow a team of Caltrans, the County and BARTD, under Caltans
management, to begin necessary environmental and engineering work on improvement to
State Route 4 immediately; and be it further
RESOLVED, That based on pledges of assistance from BARTD, if the California Trans-
portation Commission acts to include State Route 4 on the "Special Studies List",
the County of Contra Costa agrees to pay for all environmental and engineering
studies necessary to move this important project forward as soon as possible and
to work toward the development of local funding sources to bring the state share of
final construction costs on transit and highway elements of the corridor's develop-
ment as low as possible.
