THE BOARD OF SUPERVISORS OF -CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on December 18, 1984 , by the following vote:
AYES: Supervisors Powers , Fanden , Schroder, McPeak , Torlakson
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Workshop on Mental Health Issues
Chairman T . Torlakson announced the workshop on mental
health issues .
William Walker , M.D . , Medical Director , spoke on the pre-
valence of mental health disorders and the utilization of Napa State
Hospital beds .
S. McCullough, Assistant Health Services Director (Mental
Health Division) , commented on the increase in the number of cases
related to alcohol abuse . Jerry Nava who administers the Alcoholism
Program spoke on the population served , the number of people
treated , enrollment in the drunk driving program , and the number of
people on lists waiting to be admitted to various programs for the
treatment of mental health disorders . R . Livey spoke on the con-
tinued need for drug abuse programs aimed at reaching the adolescent
population in the County. He attributed some problems associated
with teen drug abuse as a result of a weakening of the family struc-
ture .
Other speakers commented on the number of adults suffering
from some form of mental distress . It was pointed out that there
are no subacute facilities in the County to assign and treat
patients with certain types of mental disorders that do not require
acute care or confinement at Napa Hospital . Marion Goodman noted
that approximately 20 percent of the prison population has a mental
disorder and the importance of having trained staff to identify
these disorders at the time of custody. More technical staff is
required to deal with severe mental disorders . Bonnie Graham spoke
on the need to work with school personnel to identify at an early
age mental disorders in children . There is a need to work with the
private sector as well as the public sector on mental health issues ,
and particularly the need for adequate funds for mental health
programs . Dr . Stanley Hutter spoke on the need for board and care
homes for mental health patients including children. Reference was
made to the Short-Doyle funding formula .
All persons desiring to speak were heard . Board members
discussed the issues presented and were in agreement that the need
for mental health services was greater than the funding sources
available .
Therefore , IT IS BY THE BOARD ORDERED that the Health
Services Director is REQUESTED to pursue methods of generating revenue
for the County's mental health programs , including a possible ballot
ballot measure , public-private partnerships , and the possibility of
effecting changes in the Short-Doyle funding formula .
IT IS ORDERED that the Health Services Director is
REQUESTED to review the issues presented at this workshop and to
identify needs and priorities within the mental health program.
