THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on December 18, 1984 , by the following vote:
AYES: Supervisors Powers , Fanden , Schroder , McPeak and Torlakson
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: East County Airport Site Selection
The Board on December 4 , 1984 continued to this date and
time its hearing on the East County Airport site selection .
The Public Works Director briefly reviewed the matter and
thereupon introduced Mr . Dave Hodges of Hodges & Shutt , the con-
sulting firm who did the site selection study.
Mr . Hodges reviewed the study and advised that the Bryon
Airpark was the preferred site and all sites were compared to the
Byron site . Mr . Hodges responded to various questions raised at the
December 4th hearing on this matter and discussed policy decisions
the Board would have to make with respect to restriction of residen-
tial development for the area near the airport as well as restric-
tion of wind turbines .
Mr. Harold Wight , Manager of Airports for Contra Costa
County, responded to Mr . Hodges comments with respect to guidelines
of the study and commented briefly on the next phase , which is the
master plan and land use phase . Mr . Wight advised that the Antioch
Airport is scheduled to close down in five years , at which time the
new airport should be ready for use . The new airport will be accom-
modating small , single engine and light-wing aircraft .
Mr . John Pheifer , District Federal Aviation Association
Officer , responded to questions by Board members , including the
terms of a proposed grant application to the FAA.
The Chairman called for interested persons to address the
Board and the following persons appeared:
Mr . Dennis Lopez , Byron, who advised that he was opposed
to the proposed airport at Byron and was of the opinion that it is
not feasible .
Mr. Tony Costa , P . 0 . Box 334 , Byron , representing Vaquero
Farms , who advised that he was planning to put wind turbines on 300
acres on the east side under the flight pattern of the proposed
airport .
Mr . Bill Sargeson, 363 Reed Drive , Lafayette , who advised
that he favored the Byron Airpark and expressed a pilot's point of
view with respect to winds , relationship to hills , and instrument
approach at Byron Airpark.
Mr . Jim Williams , 5402 Drakes Court , Byron , who submitted
a letter from the Byron Chamber of Commerce favoring the Byron Airpark.
Ms . Stephanie Wilhelms , 2130 Research Drive , Livermore ,
representing Wind Energy Specialities , Inc . , who offered information
on wind energy equipment .
Mr . Anthony Souza , 340 W. Grantline , Tracy, a realtor
representing some residents in the area with respect to negotiating
wind turbine contracts , who talked about the effect of curtailment
of wind energy development . 00 295
Ms . Dawn Ganim , 1405 Mellissa Court , Antioch who favored
the Byron site .
Mr . Francis M . Scott , 3005 Windsor Drive, Antioch, who
stated that he favored the Byron site inasmuch as the land is not
prime agricultural land and it would have the least impact on
people .
Mr . Dennis Bradford , Rt . 1 , Box 6A , Byron , who opposed the
Byron site .
Mr . Robert Lindberg, Rt . 1 , Box 41AA , Marsh Creek Road ,
Brentwood , who opposed "J" site and favored the Byron site .
Mr . Ken Cohn , 1330 Lincoln Avenue , Suite 201 , San Rafael ,
representing Altamount Energy Corporation , who stated that the wind
industry is opposed to the Byron site , and commented that the
industry would like to continue its business in the area . Mr . Cohn
offered to be available for consultation and requested the County to
make its specifications clear and specific so as to minimize the
impact on wind farm installations .
Mr . Alan Bradford , Route 1 , Box 64, Byron , stated he lives
adjacent to the proposed airpark, commented on the cost of the pro-
posed work and the inadequacy of the study. He stated it is not
reasonable to spend millions of dollars to accommodate a couple
hundred aircraft owners .
Mr . Frank Caldera , P . 0 . Box 131 , Byron , owner of property
on Byron Hot Springs Road , who commented on the impact of the airport .
Mr . Don Stiles , 62 East Lake , Antioch, owner of Byron Air-
park , who favored selection of the Byron Airpark site .
Ms . Jeannie Vaughn, 6150 Byron Hot Springs Road , Byron,
owner of farm adjacent to site , who expressed concern that she would
lose her property if the Byron site were selected . She commented
that if the airpark is not economically successful , it would be a
major drain on the taxpayers of this County. She asked the Board to
consider that and the loss of income to the County from the loss of
the windfarms .
Mr . Bud Todd , partner in Byron Airpark, who commented on
the proximity of his house to the airport , and who expressed concern
for his neighbors that they might do what they think best for the use of
their land and for the community.
The Chair read written comments from the following:
Mr . Oliver Lomergen , Route 1 , Box 64 , Byron, who opposed the
Byron Airpark.
Ms . Patricia Robbins , Route 1 , Box 41-B, Brentwood , who
opposed the hillside site .
Ms . Susan Scholz, Route 2, Box 144-H , Brentwood , who indi-
cated that she was not for the Byron Airpark and against the
hillside site .
Board members discussed proposed sites and considered the
testimony presented , the need for an airport in East County, the
evaluation of tax dollars related to wind turbines , availability of
FAA financing, and the need to proceed with the next phase of the
study.
NOW, THEREFORE , IT IS BY THE BOARD ORDERED that Byron Air-
park is DESIGNATED as the preferred airport site .
IT IS FURTHER ORDERED that staff is DIRECTED to develop
a work schedule to address tax revenue questions and property
owners' concerns , and to develop a work plan to gather additional
information on the Big Break site .

IT IS FURTHER ORDERED that staff is DIRECTED to
address the need for a reliever airport in order to obtain govern-
ment funding for airport construction.
IT IS FURTHER ORDERED that the Director of Planning. is
DIRECTED to develop recommendations to the Board on Land Use
Policies during the interim study period and report back to the
Board on January 8, 1985.
