to to FHWA to Approve a Certain Segment of )
Route 4 as an Interstate Route )
WHEREAS, the California Department of Transportation in their letter of
June 20, 1984 requested the Federal Highway Administration (FHWA) to approve
the segment of Route 4 in Contra Costa County between Interstate 80 near Pinole
to Port Chicago East near West Pittsburg as a non-chargeable interstate route
under Sections 139(a) and 139(b) , Title 23 U.S. Code; and
WHEREAS, Contra Costa County wholly supports the State's request to the
FHWA; and
WHEREAS, the Board of Supervisors adopted a State Highway Improvement Priority
List in Contra Costa County on January 31, 1984;
WHEREAS, the reconstruction of Highway 4 over the Willow Pass Summit is
the highest priority unfunded project on that list; and
WHEREAS, Route 4 serves a community with a population over 50,000 and attracts
long-distance travel of persons and goods; and
WHEREAS, the Navy receives much of its munition shipments by trucks utilizing
State Route 4 both east and west of the Port Chicago Highway; and
WHEREAS, Route 4 connects Interstate 5 in Stockton to Interstate 680 in
Concord and continues to Interstate 80 in Hercules; and
WHEREAS, Route 4 does not duplicate other interstate routes and serves
traffic movements not provided by another interstate route;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors supports the
California Department of Transportation 's request to the FHWA to approve the
above segment of Highway 4 as a non-chargeable interstate route and further
urges that this designation be extended to Interstate Route 5 in Stockton,
California.
PASSED and ADOPTED unanimously by the Board of Supervisors at its regular
meeting on August 14, 1984
