Approve and accept the Program Verification Study for the Superior Court Annex Project and direct staff to proceed with preparation of financing and design planning. 2. Rescind the appointment .of Field/Gruzen, San Francisco, as the Project Architect for the Superior Court Annex. 3. Appoint NBBJ, Palo Alto, as the Project Architect, and authorize the Public Works Director to initiate negotiations of an appropriate agree- ment for architectural services. BACKGROUND The project to increase the number of courtrooms for the Superior Court has been proceeding with preparation of a detailed program description since approval of the project concept by the Board of Supervisors in September 1983. The final program has just been completed and is hereby submitted for Board approval before proceeding to actual design of the facility. The program includes a building sized for eight courtrooms with space for the Law Library and the Superior Court Administrator-Jury Commissioner and Jury Assembly area. Court needs and financial limitations dictate a program requirement to finish four of the eight courtrooms in the initial construction project. The building arrangement places the Superior Court Administration, Jury Assembly and Law Library on the first floor with four finished courtrooms on the second floor and provisions for four additional courtrooms in the shell of the third floor. The plans include a secure ground level passage from the Martinez Detention Facility connecting directly to the new Court Annex with a secure elevator provided to the courtroom floors and holding facilities available at each level. The building is planned for 48, 000 square feet with an estimated construction contract cost of $6 , 000, 000. Parking requirements are being accommodated by the planned relocation of the Sheriff' s Patrol and Investigation Divisions to space outside the Martinez Civic Center area which will make over 100 parking spaces available downtown. Space vacated by the Family Law Com- missioner, Jury Assembly and Jury Commissioner will be remodeled for expansion of the County Clerk needs. The project schedule estimates completion of the project in mid- year 1987 . The financing arrangements will require securities to be issued at the initiation of construction in early 1986 . The revenues from the Criminal Justice Construction Fund and the Court Construction Fund will be used to support the lease payments on the facility. By order dated March 6 , 1984 , the Board appointed Field/Gruzen, San Francisco, as the Project Architect subject to negotiation of a satisfactory agreement for architectural services. After receiving the Program Verification Study, for which a separate consulting agreement was arranged, the Public Works Director attempted to negotiate an agreement for full architectural services for design of the proposed Court Annex. The Public Works Director, however, reports that he has been unable to negotiate an appropriate agreement with Field/Gruzen and recommends that the Board rescind its appoint- ment of Field/Gruzen as Project Architect and appoint NBBJ, Palo Alto, the firm ranked second by the Architectural Selection Committee.
