SUBJECT: Request for Information on Hospital. Bed Delicensure
The Board received a memorandum dated 14, 1984 , from
Mark Finucane , Director of the! Health Services Department ,
requesting that he be authorized to solicit Requests for Information
(RFI ) to provide for the dispositon of 17 Contra Costa County
Hospital beds in one block.
Supervisor S . W. McPeak expressed concern that as beds are
added elsewhere in the system , especially in communities that do not
have either a high Medi-Cal population or a lot of indigent indivi-
duals , there is a propensity for funded patients to be pulled into
those facilities away from a hospital that might have a greater
Medi-Cal mix making it more difficult for those hospitals to sur-
vive . Supervisor McPeak referred to the report of the Health
Facilities Commission identifying a nationwide pattern to have
county hospitals assume a greater responsibility for uncompensated
and undercompensated medical care . Ms . McPeak recommended that a
third requirement be included in the "Proposal Terms and
Preferencestf of the RFI (attached hereto and by reference incor-
porated herein) to state as follows:
C . Greatest amount of continuing financial responsibility
for uncompensated and undercompensated care .
In response to an inquiry of Supervisor T . Powers ,
Mr . Finucane advised that he would develop criteria for evaluating
the criterion expressed in Supervisor McPeak' s amendment .
There being no further discussion, IT IS BY THE BOARD
ORDERED that the Health Services Director is AUTHORIZED to solicit
Requests for Information as amended above .

REQUEST FOR PROPOSAL REGARDING THE RELEASE OF
SEVENTEEN CONTRA COSTA COUNTY MED/SURGE
HOSPITAL BED LICENSES
SUBJECT
The Contra Costa County Hospital is currently licensed for 311 inpatient
hospital beds, of which 144 are the subject of option agreements providing for
their contingent release. The Department of Health Services has reached a deci-
sion to delicense an additional seventeen inpatient hospital Med/Surge beds and
to make these bed licenses available to parties interested in acquiring all of
the beds. The County has concluded that its benefit from the transfer of these
beds can be maximized if they are contracted in a single lot. The ultimate
disposition of these Med/Surge bed licenses will be determined by the Health
Systems Agency and the Office of Statewide Health Planning and Development.
It is the position of the Contra Costa County Board of Supervisors that the
County Hospital's licensed beds are a valuable asset and should be relinquished
only in exchange for valuable consideration. to assist the County in meeting its
medical and mental health care obligations.
It is the intention of the County, upon receipt of proposals from parties
interested in acquiring all of the 1.7 Med/Surge beds proposed for delicensure,
to actively support before ACrHSA and OSHPD distribution of these surplus
Med/Surge Beds to the successful bidder.
PROPOSAL TERMS AND PREFERENCES
Considering the County's intent to commit the proceeds from the seventeen
inpatient Med/Surge beds for the purpose of providing medical and mental health
care to County's patients, the County will require Cash consideration for the
transfer of these Med/Surge bed licenses.
As a further consequence of the County's desire to maximize its resources in
an effort to provide the best possible medical and mental health services to
County patients, County will extend a preference to proposals including the
following terms:
A. Greatest amount of cash consideration offered;
B. Greatest amount of cash consideration paid at the time of County's
commitment of hospital bed licenses to the successful bidder;
PROPOSAL SUBMISSION REQUIREMENTS
Proposals must be received on or before January 21, 1985, 5:00 p.m. in the
office of Phil Batchelor, Contra Costa County Administrator, 651 Pine St., 11th
floor, Martinez, California 94553.
ADMINISTRATIVE PROVISIONS
A. All proposals will be held confidential by the respondents and by the
County, to the extent permitted by law. The County reserves the right
to share proposals with individuals or groups employed or retained by

B. Any modification of proposals must be submitted in writing prior to the
submission deadline stated herein.
C. All information submitted in the proposals will"be assumed to be valid
until the bed licenses are committed by, County
D. County .reserves the right to reject any or all proposals.
Interested parties are invited to submit a proposal in conformance with the
terms and conditions of this Request for Proposal.
