HomeMy WebLinkAboutMINUTES - 12181984 - 2.16 N THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on December 18, 1984 , by the following vote: AYES: Supervisors Powers , Fanden, Schroder , McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: Proposed Subacute Skilled Nursing Facility Treatment Patch The Board received a December 4, 1984, letter from June Skarr , Chairperson , Contra Costa County Mental Health Advisory Board, transmitting a resolution adopted by the Advisory Board endorsing the Board' s allocation of $280,000 for the initiation of a six-month contract to provide sub-acute treatment in a psychiatric skilled nursing facility. The Board also received a report dated December 13, 1984 , from M. Finucane , Director , Health Services Department , providing an explanation and justification for a contract to guarantee availabi- lity of psychiatric skilled nursing facility beds for county patients ("L" facility patch) . A copy of that report is attached hereto and by reference incorporated herein . Phil Batchelor , County Administrator , advised that in a recent meeting with representatives of the Contra Costa County Employees Association (Local One) and the Health Services Department , a compromise was reached providing the for allocation of $190,000 (rather than $280,000) which is to be used to "patch" 20 beds in a six-month period , and in addition , to "patch" four geriatric beds in skilled nursing facilities . He recommended that the Board approve the $190,000 allocation and direct the Director of the Health Services Department to report on April 1 and July 1 , 1985 on long-term strategies to provide for sub-acute psychiatric care . Mr . Batchelor also commented on the need to provide for children and adolescent programs and recommended that a task force of staff be established to determine alternatives to the use of patched skilled nursing facility beds , as well as to determine the most effective means of utilizing the remaining $90,000 target for children and adolescent programs . Supervisor S . W. McPeak referred to the formula used by the State in allocating Short-Doyle funds to a County. She recom- mended that the Health Services Director review Fresno County's Short-Doyle allocation and State Hospital utilization to determine whether Assemblyman Bronzan could be of assistance to this County in proposing legislation which in some way would allocate Short-Doyle funds on the basis of improvements made in State Hospital utiliza- tion. She further recommended that the Health Services Director review and include this proposal in his report to the Board on April 1 . Board members being in agreement , IT IS ORDERED that the recommendations of Mr .
