SUBJECT: JUVENILE CORRECTIONS MASTER PLAN
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendations
1. Adopt the Juvenile Corrections Master Plan as recommended by both the Criminal Justice
Agency Board and the Juvenile Justice and Delinquency Prevention Commissions as the
approved County Plan establishing the policy foundation for meeting the County's
future correctional program and facility needs and direct the County Administrator
to undertake the updating and implementation process specified in the Plan.
2. Direct the County Administrator's Office, working in conjunction with the Criminal
Justice Agency, to:
a. pursue legislation for stable funding base for juvenile corrections
system
b. pursue developing public-private partnership through establishment of the Right
Direction project
c. research possibility of preparing State and local delinquency prevention master
plan
d. explore feasibility of a regional girls' facility.
Background and Justification
On July 31, 1984, the Board of Supervisors held a public hearing on the Juvenile Corrections
Master Plan. On that date, the Board ordered that the Plan and comments presented at the
public hearing be referred to the Criminal Justice Agency Board for review and recommendation
to your Board.
At its meeting on December 3, 1984, the Criminal Justice Agency Board considered the
.Juvenile Corrections Master Plan and voted to recommend its adoption by the Board of
Supervisors.
Several issues were highlighted for further study and recommendation.
1: The Right Direction Project. A priority recommendation in the Master Plan is the
implementation of a private non-profit program whose function would be to obtain
volunteer medical, dental, psychological and educational services for delinquent
and "at risk" youth.

proposal for fund-raising and are contacting private persons to serve on the Board
of Directors.
2. State-Local Delinquency Prevention Master Plan. Citizens, educators and representa-
tives of justice system agencies presented recommendations to Governor Deukmejian
in August 1984 on developing a Statewide delinquency prevention policy. One of the
elements in the recommendations was the need for effective programs at the local level
and the need for the State to lend leadership and support local action programs.
Contra Costa County has offered to develop a model local delinquency prevention plan
if the State .would provide technical and financial assistance. The Probation Officer,
the Chair of the Juvenile Justice and Delinquency Prevention Commissions and Criminal
Justice Agency staff have been meeting with the directors of the California Youth
Authority and the Office of Criminal Justice Planning to pursue this joint endeavor.
State officials have expressed enthusiasm for the proposal.
3. Stable funding base for juvenile corrections system. The only current legislation on
this topic is the re-introduction. of Senator Presley's bill, SB 1291. Governor
Deukmejian vetoed SB 1291, which would have provided State subsidies to probation
departments with high caseloads and funding for demonstration projects using the
Wisconsin classification system. Senator Presley has agreed to sponsor a second bill
in January 1985 for demonstrating the classification system only. If the bill passed,
Contra Costa County would have the opportunity to possibly obtain assistance under
this legislation to show the effectiveness of the classification system for juveniles.
(The system is already in use for adults.)
4. The Chairman of the Board of Supervisors, the Juvenile Court Judge, the Probation
Officer and Criminal Justice Agency staff responded positively to Solano County's
inquiry regarding interest in exploring a regional facility for delinquent girls.
There does not appear to be widespread support for the concept at this time in Solano
County. Staff will continue to look into the issue.
