SUBJECT: Supplement to 1985 Legislative Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) A BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt the attached supplement to the County's Legislative Program for 1985;
authorize the County Administrator to solicit authors for such measures, or to
indicate the Board's support for such measures, and authorize County staff to
indicate to legislators that the Board is on record with these identified positions.
BACKGROUND:
Since the Board's adoption of its 1985 Legislative Program on November 27, 1984,
additional recommendations have been made by various county departments and this,
therefore, should be viewed as a supplement to that adopted 1985 Legislative
Program.

SUPPLEMENT TO
1985 LEGISLATIVE PROGRAM
(Numbering continuous from Adopted Legislative Program)
30. Sponsor .or support legislation which would tie the allocation of
bond funds for new school construction to the extent to which a
geographic area is meeting its goals for the provision of affordable
housing.
31 . Sponsor or support legislation which authorizes counties to continue
to retain up to 5% of the increased revenue from the supplemental
property tax roll for administrative costs.
32. Sponsor or support legislation to either curtail legislation requiring
interest on funds which would otherwise go to the county General Fund
to be credited to special funds, or earmarked for special items or, at a
minimum, permit the General Fund to retain a portion of such interest
earnings for the administrative costs of counting and investing such
funds.
33. Sponsor or support legislation which would permit microfilming redeemed
warrants rather than requiring storage of the actual warrants for five
years.
34. Sponsor or support legislation which would clarify provisions of
Chapter 491 , Statutes of 1983, to ensure that counties are not required
to levy an override tax to finance retirement system costs. There is,
apparently, some confusion which can lead to an interpretation that
counties may be required to reduce the base property tax in 1985
regardless of whether or not the county levies a retirement fund
override thereby effectively forcing the county to levy such an override.
35. Sponsor or support legislation to require that unallocated Community
Services Block Grant (CSBG) funds for 1984 be allocated in 1985-1986 so as
to give priority to those agencies which were most severely impacted by
reduction of CSBG funds in 1984 compared to 1983.
36. Sponsor or support legislation which would allow agencies to carry over
to the following program year any funds saved as a result of containing
costs up to 10% of the agency's budget.
37. Sponsor or support legislation which would require the California Depart-
ment of Food and Agriculture to subvent to counties at least one-third
of the cost of performing ongoing weights and measures functions.
38. Sponsor or support technical amendments to AB 830 (Chapter 1556, Statutes
of 1984) which would encourage that criteria be included for allocation
of funds for county hospital capital needs which would give priority to
older, needier, "special project" hospitals.

39. Sponsor or support legislation similar to AB 3156 which was vetoed
by the Governor which would have increased outpatient Medi-Cal
reimbursements to county hospitals.
40. Sponsor or support legislation, if necessary, to clarify interpretations
of the California Administrative Code so that combination medical/
psychiatric units for geriatric patients can be licensed as medical/surgical
units rather than psychiatric units.
41 . Sponsor or support legislation requiring permit issuing agencies to supply
the Assessor with standard format information within a specified time
frame from issuance of a permit.
42. Sponsor or support legislation allowing the county to levy charges against
various local governmental agencies for county government functions which
benefit those agencies but are entirely funded by county General Fund money.
43. Sponsor or support legislation to prohibit the State from utilizing part
of the vehicle license revenue to support the activities of the State
Board of Equalization.
44. Sponsor or support legislation to change the assessment lien date from
March 1 to January 1 annually.
45. Sponsor or support legislation allowing the documentary transfer tax to be
computed on the full value of property transferred rather than the equity
value and utilize the increased funds to defray the cost of maintaining
ownership records.
