SUBJECT: Homelessness Issues
The Board received the attached report dated August 7 ,
1987 from the County Administrator, recommending certain actions
relating to the homelessness issue.
After discussion by Board members, IT IS ORDERED that
the following actions are APPROVED:
1. APPROVED recommendations as listed in the attached
report from the County Administrator;
2. AUTHORIZED an invitation to all churches in the
County to meet with the Board on Septmber 3 , 1987 at
9: 00 A.M. in the Board Chambers to discuss the
homelessness issue;
3. REQUESTED Building Inspection Department to report
to the Board on August 25, 1987 on availability of
abandoned buildings for housing the homeless;
4. AUTHORIZED letter to President Reagan, with copies
to the County' s Federal legislators, advising of the
homelessness problem in the County created by the
Federal cut-backs in housing subsidies;
5 . REFERRED letter from John Wright relative to
transitional housing to the Task Force on
Homelessness for response;
6 . REQUESTED County Counsel to report on legal options
related to sale of Flood Control surplus property;
and
7. DIRECTED the County Administrator to issue a press
release requesting the public ' s assistance in
locating suitable abandoned buildings to house the
homeless.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION-
Accept County Administrator' s report on the assignments generated
during the July 14, 1987 Board of Supervisors ' workshop with the
Task Force on Homelessness.
REASONS FOR RECOMMENDATION/BACKGROUND:
The Board of Supervisors attended a workshop on July 14, 1987
conducted by the Task Force on Homelessness. Following a review
of a one-week survey conducted in February by the Office on
Homelessness and service providers throughout the County, a
description of the Housing Crisis Fund, and a discussion of the
current issues regarding homelessness in the. County, these
assignments were generated by the Board:
I . Use of Proceeds from Past and Future Tax-Exempt Bonds
As part of each County housing revenue bond issue, there are
provisions for the payment to the County of fees to
compensate for administrative costs and expenses. These
funds are used to cover the costs of staff in the Community
Development Department and to facilitate the production of
affordable housing by: ( 1) providing funds, primarily in
the form of loans, directly to developers and/or programs
which create affordable housing opportunities; and ( 2) to
fund initiatives that indirectly facilitate affordable
housing; e.g. , the Oakley Mello-Roos Community Facilities
District.
Although demands on the resources are substantial, providing
funds from the Housing Bond Trust Funds to assist in
addressing the homeless issue is possible.
Recommendation: Authorize the allocation of an amount not
to exceed $100,000 to Shelter Inc. from the Housing Bond
Trust Funds, subject to the following conditions:

1. Funds are to be used for direct financial assistance on
a loan basis to low-income individuals and families who
are homeless, and to provide a Winter Shelter Program
Housing Crisis Prevention funds policies and procedures
shall govern the use of the funds;
2. The Office on Homelessness is requested to submit to
the Board a proposal for a Winter Shelter Program to
meet the goal of no homeless families this winter;
3. Funds to be disbursed on a monthly basis as needed;
4. Securement of matching funds in an amount equal to the
allocation is strongly encouraged;
5. Submittal of monthly status reports and financial
reports acceptable to the Director of Community
Development.
II . Use of Redevelopment Agency Resources
Only 350 of the Redevelopment Project Areas in the County
are required to set aside 20% of its tax increment for
housing. Since the set-aside requirement is relatively new,
the project areas with set-aside funds for housing have not
generated large tax increments. Amounts available for
housing would be expected to be small, with some agencies
already programming the housing funds for specific uses.
The County' s Redevelopment Agency staff has suggested that
amendments to State Redevelopment law to specifically allow
for the use of housing set-aside funds for regional
facilities outside of a project area would facilitate the
ability to redevelopment agencies to respond to homeless
needs.
Recommendations:
1. That the Board support the introduction of legislation
to specifically allow for the use of redevelopment tax
increments outside of project areas for regionally
serving shelters and programs for the homeless.
2. That the Task Force on Homelessness be requested to
appear before their City Councils to seek financial aid
from their redevelopment area set-aside, and to sponsor
legislation allowing use of tax increements for
regionally serving shelters and programs for the
homeless.
III . Joint Meeting with Churches, Board of Supervisors, and
Homelessness Task Force to Determine Interest in Providing
Shelter and/or "Adopting" Homeless Families
A draft invitation is attached for the Board' s
consideration. The Board is requested to determine a date
for the meeting. Also attached is a listing of churches
throughout the County. The Board is requested to determine
if all churches are to be invited or, if not, which ones.

IV. Use of Abandoned Buildings for Housing the Homeless
The Building Inspection Department will survey several known
abandoned or vacant buildings to determine the ,feasibility
of restoring to habitable condition; its repair cost; the
process to acquire use of the building, such as locating the
owners and negotiating an agreement; and the County' s
liability. A report will be provided to the Board.

The Tax Collector advises that after receiving permission
from the State Controller and Board of Supervisors, he may
dispose of property on which taxes are delinquent for five
years. All taxing agencies, including the County, have the
first opportunity to purchase these properties. They then
may be disposed of at public auction. In fact, very few
properties of value go to sale. Recent tax postponement
legislation allows the elderly to defray taxes until the
property is sold. Vacant, but valuable properties with
loans, are generally kept from tax delinquency by the
lender. The owner has the right of redemption until 5 P.M.
before the day of the sale. Finally, there are those who
track delinquent properties and attempt to purchase them
before listed for sale by the Tax Collector.
The Tax Collector is in the process of preparing property
lists for the next sale and will provide a list of potential
properties of value to the homeless program to the Board in
October for further consideration.
V. Other Matters
1. Request for Additional Housing Vouchers
A letter is attached urging the U. S. Department of
Housing and Urban Development to allocate additional
federal housing funds to the Housing Authority to be
used for critically needed Section 8 Existing Housing
Certificates or Housing Vouchers. (Attachment #2)
Recommendation: The Board should execute the letter
and forward to H.U.D.
2 . Application for Federal and/or State Grant Funds
Various Federal and State funding programs have been
created in the recent months. Many have extremely
short time frames for applications. Competitive
applications generally require identification of a
specific site( s) for shelters, often with an expressed
preference for site control. It is important that the
Task Force on the Homelessness and their regional
sub-agencies focus their attention on developing
specific project proposals for funding consideration
within a relatively short time period. It may be best
to retain consultants to work with the Community
Development staff to develop competitive project
concepts and prepare applications.
Recommendation: That the Community Development
Department be allowed to use up to $20,000 of
the appropriation from housing bond trust funds and
Community Development Block Grant administrative funds
to fund Department staff and to retain appropriate
consultants to assist them in the development of viable
shelter projects, and to prepare information which
would be the basis for applications by Shelter, Inc. ,
or the County, for Federal and/or State funding
programs.
3 . Community Development Block Grants
Shelters and programs for the homeless are an eligible
activity for Community Development Block Grant ( CDBG)
funding. County CDBG funds have already been used for
the acquisition and renovation of structures for
battered women, and group homes, and as well for
administrative funds for the Housing Crisis Prevention

Fund. Priority is provided to viable proposals showing
financial leverage, therefore the funds could be viewed
as a supplementary source of money for projects
applying for one or more of the Federal and/or State
programs referenced above.
Recommendation: That a letter be forwarded to the
Housing and Community Development Advisory Committee
detailing Board concerns regarding the issue of
homelessness, and requesting that they consider funding
proposals addressing the needs of the homeless.
4. Sale of Bonds to Finance Shelters
Revenue bonds have been sold in at least two cases to
finance the development of homeless shelters. The
revenue source securing the bonds could be the payments
made by the County in the form of the vouchers
currently used for securing motels, etc. If a system
were in place to direct holders of such vouchers first
to such facilities, the revenues could be sufficient to
debt service bonds.
Because of the unique nature of such facilities a bond
financing would probably not be completed in the
"typical" fashion. Accommodations from involved
financial parties--from consultants to buyers of
bonds--could be required to make such an undertaking
feasible.
Recommendation: Authorize the Community Development
Department to explore the feasibility of issuing
revenue bonds to finance shelter(s) for the homeless.
5. Sale of Pine Creek Detention Basin Surplus Property
At the recent budget hearings, the Board of Supervisors
requested that the Public Works Department contact the
State of California to obtain the release of their
interest in the Pine Creek Detention' Basis disposal
site. The purpose in obtaining the State' s release was
so it could then be sold by the County, and the funds
used for the purchase of a suitable site for housing of
the needy.
Prior to contacting the State, County Counsel was asked
to determine the legality of the proposed course of
action. County Counsel advised that even were the
State to release their interest in the salvage value of
the property, the funding would then revert to the
Flood Control District in whose name the property was
purchased. There is nothing in the Flood Control
District Act to allow the use of that money for a
social program.
The State subvention program provides approximately $20
million annually to help local flood control districts
purchase rights-of-way and relocate utilities for new
federal flood control improvements. If the State did
not participate, the federal flood control program in
Contra Costa County would not exist. Without it, such
worthwhile projects as Upper Pine Creek, Lower Pine
Creek, Pine Creek Detention Basin, Wildcat/San Pablo
Creeks, the Marsh Creek facilities, and the whole
Walnut Creek channel system would still be ideas, not
reality.
Recommendation: We strongly recommend against pursuing
the diversion of the State's financial share of the
Pine Creek disposal site property.

homeless families in our community.
The County Board of Supervisors and the Office on Homelessness
wants to meet with our religious leaders to advise you of
programs underway to aid your needy, and to solicit your help in
providing shelter for and/or "adopting" homeless families. Would
you be willing to sponsor one to five homeless families? Do you
have an auxiliary organization which would be willing to help
with items for the homeless, such as blankets or food?
Our goals are that there be no homeless families this winter, and
that we find long range solutions to the homeless problem. May

This is a request for extreme caution in processing or assisting in the
implementation of some of the recent recommendations presented to you
from the County Task Force on Homelessness.
The Task Force is recommending permanent "transitional" shelters for
homeless families in West, East, and Central County. It suggests that money
the County's non-profit agencies raise and spend "putting people up in
motels for a few days" be diverted to help fund these shelters. They assert
homeless families aren't "apartment ready" and need a shelter transition to
prepare them for permanent housing. This assertion is nonsense.
Their argument ignores the advantages of geographically appropriate motels
in our widely spread County. (Over 25 motels alone in Central and East
contract with our existing shelter providers). It also seems to ignore the
dignity, needs and desires of the homeless. We know of no homeless family
who would choose a shelter over a private motel room while searching for a
permanent residence!
Their argument flies in the face of the wide variation of daily, end-of-month,
geographical, and seasonal needs of homeless families. This is certain to
cause either high vacancy rates or overloads. The first being excessively
costly, and the second shifts the homeless families back to the existing
providers whose dollars have been previously diverted to funding the
shelters -- a no-win situation for homeless families .and a set-back for our
County.
The Task Force also appears oblivious of the enormous start-up, daily
maintenance, energy, insurance, and staffing costs of running a permanent
shelter-- not to mention problems of finding publically acceptable locations.
The costs alone would pay the 1 st months rent for.every homeless family in
the County many times over.
It's certain the County shelter provider agencies can and must improve their
effectiveness in helping families make the transition from homelessness to
permanent housing. Not all agency caseworkers have been trained to provide
this service, and some still don't know that permanent housing and family
budget stability is possible. However, it's our belief that we should stick with
the recommendations made by the same Task Force QQ86) to support rent
and mortgage relief funding to prevent evictions; to assist those already
homeless with 1st months rent in budget-sustainable housing; and to train
casework volunteers how to teach and assist families to make the transition
and find remedies for their housing and budget needs. These
recommendations have only been partially implemented. We lack only the
implementation and completion of common casework training. The transition
to permanent housing success casework stories (even with limited training)
since current funding was provided (approx. $87,000 3/87) via F.E.M.A.,
local fund drives, and the Homeless Office revolving fund proves we are on
target. No family in our county needs to be homeless if we fully implement
this process. If we don't support this program and fail to keep the funding
for it alive we will be back to ground zero! (Incidently, funds will exhaust by
9/15/87 if there is no attempt to sustain it)
Please encourage the Task Force to stay on target and complete its original
objectives for the good of homeless families. Measurements should be
required of the Task Force to determine it's effectiveness and results to date
before encouraging them to launch out on a different project for the same
homeless population.

authorities and other eligible housing organizations. It is
imperative that Contra Costa County receive its fair share of
these federal funds in order to assist the homeless in our
county. Therefore, I urge that you give immediate consideration
