S C H E D U L E 8 .i ! i i i f i 1 f i ' I i WEST COUNTY JUSTICE CENTER OKA PROGRESS REPORT NO. 12 JUNE 1987 I. PROJECT DEVELOPMENT A. Current Status 1. Design A complete set of drawings and specifications for Project "A" were received by the County on June 9 for its review and comments. This $2.5 million project includes the relocation of Giant- Highway, utility extensions and rough grading. These comments were returned to the Architect at the end of the month. The 507 complete progress drawings for Project "B" were received by the County on June 18. This project includes the balance of work, including the buildings and on-site improvements. i The Architect met with members of the Sheriff's Department and support personnel (medical, education, maintenance, library and religious) on June 11, 22 and 24 to review interior finishes and cabinetry. Based on the workshop comments, the Architect is revising and completing plan and elevations of all cabinetry. Four alternate prototype inmate cell walls were constructed in Martinez for review by the Sheriff's Department. Two walls are metal lath and plaster systems and two are dry wall assemblies. i The walls will be tested and evaluated by Sheriff's Department personnel as soon as the plaster is fully cured. Carol Crowe and Donna Jordan of the Sheriff's Communication staff and the Project Manager visited the recently completed Women's Detention Facility at Santa Clara County's Elmwood facility to review the central control panel and security features. The I� control panel, although different in concept from the West County Justice Center's proposed panel, has similar functions and switches. As a result of direct observation and discussions with d Santa Clara Sheriff's staff, the County will be requesting modifications to some of the control console features. i, i 2. Community Participation The West County Justice Center Advisory Group did not meet in June. The Related Facilities and Services Committee met on June 9 to i continue their evaluation of the costs and benefits of establishing a municipal court at the West County Justice Center. i Ell i � -1- I I i WEST COUNTY JUSTICE CENTER ORA PROGRESS REPORT NO. 12 JUNE 1987 9 3. Site Acquisition The County has accepted the site appraisal reports. A purchase offer was made to Pinole Point Properties, Inc. on June 25. No negotiation meetings have been scheduled with the current owner. I 4. Environmental Lawsuit I Oral arguments were made before Judge Wilcox on June 12. On June 19, the judge denied the Plaintiff's Writ of Mandate and granted the County's Motion for Summary Judgement. The judge further stipulated that further environmental review is required if the population should ever exceed 560 inmates. B. Upcoming Activities 1. Design The Project Manager, Architect and Civil Engineers will meet on July 9 to review the County's design review comments on the Project "A" drawings and specifications. The corrected and final contract documents are due July 17 and are scheduled on July 28 to be presented to the Board of Supervisors requesting their authorization to issue the project for bid. On July 14 and 15, the Architect will conduct a workshop to describe major mechanical and electrical systems, equipment and controls. This workshop will include a discussion of the Central Control room equipment and panel configuration, including fire systems and mechanical equipment controls and warning lights. CCTV and intercom equipment demonstrations are planned. Also, the prototype walls will be evaluated and tested. i ! 2. Community Participation i The Advisory Group will meet next on July 22. This meeting will include a public meeting. The design and construction schedule will be described and public comment will be sought. A site model will be presented to the public showing both the project site and portions of the regional park, Parchester Village, the County Club and Pinole Point Properties. Site Acquisition ;i The County has offered to meet with the current property owner to discuss or negotiate a site purchase. In the event condemnation is necessary, the following Board of Supervisors' actions are scheduled in July: July 7 - Resolution of Intention July 28 - Resolution of Necessity j I 4. Environmental Lawsuit d, �I The legal challenge to the adequacy of the EIR is completed, subject to an appeal. If the Plaintiff decides to appeal the judge's decision, the necessary documents must be filed within 60 days from the judge's decision. i f I �I I' i I i I I I I, —3— is I ! Utility Realignment li Problem: The existing gas and electric service crossing the site or in the current Atlas Road and Giant Highway road rights-of-way must be relocated before construction can begin. In addition, the existing water main must be extended from its current service termination point at the northeast corner of Parchester Village. The utilities, Pacific Gas and Electric (PG&E) and East Bay Municipal Utility District (EBMUD), will each design the relocation or extension of their system. PG&E will do their own construction whereas extensions to the EBMUD water line will be included in Project A. PG&E's work must be coordinated with off-site design work, including the possible establishment of new utility easements. The Architect will prepare j design drawings of the pump station and force main, subject to West Contra Costa Sanitary District approval. Action: The Project Manager met with PG&E � g engineers on June 4 to review design requirements, including routing of relocated gas and electrical lines. PG&E was furnished with the off-site project drawings, including proposed topographic changes. PG&E will schedule the installation of their relocated gas line after the County's contractor has completed the roadway grading but before the existing � . roads through the site are closed and abandoned. A follow-up meeting I is scheduled on July 9 to finalize the placement of the relocated !I' transmission line poles. EBMUD and the project engineer have agreed on the scope of work required to provide water service to the site. There is a tentative agreement with the District to include the water main extension as part of Project A. The replacement of portions of the existing water main with larger diameter pipe will be done by EBMUD crews on a reimbursable basis. This pipe replacement project can be scheduled at any time during the next two years. I' B. Space Planning Services ; i' Problem: The County will purchase all moveable furnishings and equipment needed to occupy and operate the West County Justice Center. The furniture inventory will be developed from a furniture layout for the entire facility. The Architect's contract does not include space planning, furniture inventory or graphic/signage services. This service can be provided by amending the Architect's contract or having the County select a local interior designer under a separate contract. 21 jl '.i ij -4- (I I II ;I J ' � WEST COUNTY JUSTICE CENTER ORA PROGRESS REPORT NO. 12 JUNE 1987 i i I Action: The Architect has been asked to submit a fee proposal for these extra services. The County has furnished a list of local design consultants to the Architect to assist him in selecting a qualified Bay Area subconsultant. In July, the Architect will contact the firms on this list to solicit their statements of qualification. I I I i I I I -5- WEST COUNTY JUSTICE CENTER OKA PROGRESS REPORT NO. 12 JUNE 1987 i - III. AREAS OF CONCERN A. Site Acquisition/Environmental Lawsuit The County's successful defense of the environmental lawsuit and its offer to purchase the site have reduced the risk of project delay caused by these activities. However, both actions can affect the start of construction scheduled for September. County staff and consulting counsel understand that the site acquisition process is running on a parallel track with the design and bidding of Project A. The construction contract award is scheduled for September 7, the day the County is scheduled to take possession of the site. During the coming months, all events scheduled during the site acquisition process shall be regularly monitored to assure timely compliance. If a delay should develop, corrective actions shall be sought to make up lost time. B. Intergovernmental Coordination i The off-site work of Project A must be coordinated with four utility �I companies, AC Transit, the East Bay Regional Park District and the City of Richmond. The Architect/Engineer and Project Manager have been consulting with these agencies and companies since the beginning of this project. To date, this process has gone well with no major conflicts occurring. However, due to the number of issues, 3i coordination problems and reviews necessary with these organizations, there always remains the potential for conflict and delay. During the final weeks of design and during the bidding process, the project team will continue to meet and coordinate with these organizations. Particular emphasis will be their review of applicable construction methods, standards and details and the scheduling of work to be done by others, such as PG&E. The road realignment involves city streets which must be constructed according to Richmond city standards and within a city approved right-of-way. I' !;I i -6- .I I WEST COUN'T'Y JUSTICE CENTER OKA PROGRESS REPORT NO. 12 JUNE 1987 IV. COST REPORT During the last budget reporting month (May 13 - June 11), $161,774 in payments were issued. The expenditures to date total $1,790,681. The total project budget for the West County Justice Center is $48,760,695 of which $36,507,521 is to be provided by the California Board of Corrections. The following cost summary is based on the predesign program cost breakdown and shows authorized funding, contractual obligations and County expenditures. County appropriations to date total $7,588,1691. Based on current projections, a cumulative total of approximately $2,000,000 will be spent for project consultants, supplies and County staff reimbursements as of end of the budget year. Of the remaining $5,588,169, approximately $1,175,000 is available for construction and project contingencies. The balance has been set aside for the site purchase (the site purchase offer was made on June 25). SCHEDULE On June 19, County staff and counsel met to discuss the site acquisition process and establish a revised schedule based on a site purchase offer to be made the week of June 22. The revised site acquisition schedule is presented on the following pages. Based on this schedule, the County will take possession of the site by September 7. The design bidding and contract award scheduled for Project "A" was i revised in June to conform with the site acquisition schedule. This revision causes the construction contract award to slip one week from the initial schedule, from September 1 to September 7. This limited slippage should not have a significant impact on the construction schedule. The Architect is ahead of schedule in preparing the construction documents for Project "B". On June 18, the County received a 507 progress submittal consisting of architectural, structural, electrical, mechanical and plumbing drawings. Under the current schedule the 757 progress submittal is due August 21, the 907 progress submittal is due September 25 and the 1007 submittal is due October 16.
