SUBJECT: Execute a contract amendment with Janet Smartt,East County area. (Nonpoint Source Pollution Control
Program, Proposition 40, 2005-06 Consolidated Grants Program Funding) (District III & V) .
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director,or designee,to execute a contract amendment with Janet
Smartt,effective September 23,2008,to extend the term from September 1,2008 through October 31,2009,and to
increase the payment limit by $29,920.00 from $235,560.00 to a new payment limit of$265,480.00, to act as an
independent contractor,responsible for outreach,public education,and communications for Phase II of the"Keep
the Delta Clean" (KDC) Program, East County area(Sacramento-San Joaquin Delta).

FISCAL IMPACT:
No fiscal impact to the general fund. All costs associated with this contract will be paid with Proposition 40 Grant
Funds.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
Janet Smartt was hired as an independent contractor responsible for outreach,public education,and communications
for Phase II of the KDC Program on February 27, 2007. The KDC Program is funded by a grant from the State
Water Resources Control Board (SWRCB), and was originally set to expire on September 1, 2008. However,
Contra Costa County(County) applied for and was awarded a one year extension by the SWRCB.
This contract amendment will enable the County to continue to utilize Janet Smartt's services in order to fulfill its
obligations to the SWRCB.
CONSEQUENCES OF NEGATIVE ACTION:
Contra Costa County Public Works Department will be unable to implement crucial provisions of the grant-funded
KDC Program. This could result in the forfeiture of a large portion of the$1.6 million in grant funding awarded to
the County.
