This project is funded by Local Road Funds (100%). REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of this project is to repair a slope failure and prevent it from further damaging Alhambra Valley Road. The slope failure was caused by roadside drainage which eroded the affected slope. The area of the slope failure is approximately 55 feet long and 15 feet high. The slope failure has affected the road shoulder causing it to sink toward Vaca Creek, a tributary of Alhambra Creek. Because of the instability of the slope, closure of the southbound lane was necessary to ensure the safe passage of traffic. Repair to this failure will require placement of approximately 350 cubic yards of riprap at a slope of 1.5:1 slope (horizontal to vertical) to fill in the void created by the failure. Large ('/4 ton) riprap will be keyed in at the toe of the slope to ensure stability of the repair. The riprap at the top of the slope will be capped with gravel and compacted to build a five foot shoulder for a recovery zone on the roadway. It is anticipated that at least one lane will remain open on Alhambra Valley Road during construction with no additional effects on traffic beyond those resulting from the existing lane closure caused by the original slope failure and slope repair. CONSEOUENCES OF NEGATIVE ACTION: Without Board of Supervisor's approval there will be a delay in the design and construction of this project. It will be necessary to remove one tree; a dead tree (species unidentified)at the bottom of the failure, and some blackberry bushes. However, the project area is densely vegetated and removal of the tree and shrubs near the slope failure is not expected to alter the scenic quality of the surrounding area. The project site has potential habitat for California red-legged frog (RLF), and Alameda whipsnake. Staff from the Department met with Kim Squires from USFWS on April 22, 2008 to discuss the project. Ms. Squires agreed to append the project to the programmatic agreement between the U.S. Army Corps of Engineers and the U.S. Fish and Wildlife Service as long as the following avoidance and minimization measures were followed: • A preconstruction survey will be conducted by a Service approved biologist. • A site reconnaissance will be performed each day before the start of construction to ensure no listed species are present. • A conceptual dewatering plan will also be prepared in case the project site is not dry during construction. • ESA fencing will be installed to clearly identify areas that must be avoided • Silt fencing will be installed below the work area to ensure the creek is protected • All equipment will operate from top of bank. Ms. Squires agreed that the above measures would protect Alameda Whipsnakes as well as red-legged frog. It is anticipated that at least one lane will remain open on Alhambra Valley Road during construction with no additional effects on traffic beyond those resulting from the existing lane closure caused by the original slope failure and slope repair.
