SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution Number 20614,to add one permanent full-time Probation Supervisor I [Represented]as recommended by the Assistant County Administrator-Human Resources Director. FISCAL IMPACT; Upon approval, this action will result in an annual cost of$162,000. This action will result in no net County cost and will be fully funded by the Youthful Offender Block Grant. BACKGROUND: Senate Bill 81 was approved and signed by the Governor on August 24, 2007 to provide a framework for the shift of responsibility of certain non-violent juvenile offenders to counties. On January 8, 2008 the Board of Supervisors approved a plan to provide a Juvenile Justice Development Plan for youthful offenders. The probation department is developing a secure residential program, the Youthful Offender Treatment program, which will utilize an integrated approach and encompass evidence based assessment, treatment, and evaluation methods. The Probation Department is.beginning this new State mandated program on October 1st, which requires this additional position. FISCAL IMPACT: The cost associated with placement at the fifth step of the salary range is within the Department of Conservation and Development's budget. BACKGROUND: On September 16, 2008, the Board of Supervisors announced the appointment of Catherine Kutsuris to the position of Director of Conservation and Development-Exempt. The department is a merger of the previous Building Inspection and Community Development Departments. Prior to her appointment as Director, Ms. Kutsuris served as the Interim Deputy Director of Conservation and Development and Deputy Director for the Community Development Department, Advanced and Current Planning Divisions. Ms. Kutsuris has worked in the County Community Development Department for over 21 years. One of her first projects as a young planner was preparing the first countywide Hazardous Materials Waste Management Plan in 1989. Most recently, Ms. Kutsuris spearheaded the implementation of the Planner by Appointment Program which allows residents and businesses in the unincorporated County to meet with planners in their local community rather than coming all the way to Martinez to review their land use project. County Salary Regulation 4.1 does not provide for promotional salary increases above five percent, or, the next higher step in the salary range. Therefore, to secure the appointment of the person most qualified for the position, we are requesting that the County Salary Regulations Section 4.1 be waived, and that the Board of Supervisors adopt a resolution permitting the hiring of Catherine Kutsuris, Director of Conservation and Development-Exempt, at the fifth step of the salary range. The effective date of this appointment is September 24, 2008. Ms. Kutsuris' base salary will be $159,355.20. Her total compensation will be $257,631.40, which includes her base salary plus added pay (automobile allowance and longevity) and total benefits.
