Board and its predecessor, the Contra Costa County Private Industry Council, by June 30,
2000. The WDB has responsibility for overall workforce investment policy, a workforce
development plan, and oversight of the One-Stop Career Center system. Under the
Workforce Investment Act, the "Chief Elected Official' (County Board of Supervisors) is
designated as the appointing authority for membership on the WDB. The WDB has 39
seats: Business members (20), Education members (2), Labor members (2), Community-
Based members (3), Economic Development members (2), and One-Stop Mandated
Partners (9), and At Large (1). The Internal Operations Committee (IOC) screens all WDB
nominations.
The Internal Operations Committee, at its September 15th meeting, approved two
nominations for appointment. However, the WDB subsequently withdrew the nomination of
Loretta Bisio to a One-Stop Mandated Partner seat and, therefore, the IOC proffers only one
recommendation for appointment to the Board of Supervisors.

This report brings forth the application.of April Treece, Independent Consultant, to fill Business Seat #4
it also presents the resignation of Velma Bagby, One-Stop Mandated Partner Seat #2. The State
Employment Development Department has made a formal recommendation of Loretta Bisio to fill this
seat. In addition, this report brings forth the resignation of Michael Roth, presently filling Education Seat
#l.
A. BACKGROUND and DISCUSSION
The Executive Committee or full board reviews all resignations and recommendations for
membership on the Board, and its committees. Once action is taken, a recommendation is made
to the County Board of Supervisors for final appointment.
B. CURRENT SITUATION
Attached are notice of resignation from both Velma Bagby and Michael Roth. Also attached is
the recommendation for Loretta Bisio of behalf of the Employment Development Department.
Also attached is the application and letter of support for April Treece. Mrs. Treece is an
Independent Consultant specializing in education and workforce development. Typically seats
are posted as vacant for a 10-day period. The EDD seat is mandated by the Workforce
Investment Act of 1998 and therefore does not require public noticing. Business Seat #4 has
been vacant for the required Timeframe.
C. RECOMMENDATION
Accept the Application of April Treece, Independent Consultant, to fill Business Seat #4 and
Loretta Bisio to fill Mandated Partner Seat #2 and forward to the Board of Supervisors for
final appointment.
D. SCHEDULE
Action on this item will move the applications to the Board of Supervisors for their acceptance
and formal appointment at their earliest calendaring.

Dear Ms. Chandler:
As Executive Director of the Contra Costa Economic Partnership,I would like to recommend April Treece for
consideration as a member of the Workforce Development Board of Contra Costa County.
Ms. Treece has served as the CCEP Project Director of the Workforce Initiative since 200 L.In this capacity, she
has developed the short-and long-term vision, mission, goals and priorities which are the foundation of strategic
engagement between industry(business, labor and government)and education (K-16)in Contra Costa,and has
done ground-breaking work in the development of seamless transitions for students from high school into post-
secondary education,training and careers.
Throughout her tenure, Ms. Treece has defined the body of work of CCEP's intermediary services to include
convening, connecting, communicating, collaborating and coordinating. She provides industry-sector specific
services focused on high-wage,high-skill, high-demand career fields including Health;BioTech;Engineering,
Construction &Manufacturing; and Environmental Sciences. And she has been at the center of new program
development and strategies in Contra Costa which include:
