SUBJECT: CONTRACT WITH HAYGROUP, INC.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
APPROVE and AUTHORIZE the Interim Director of Human Resources, or designee, to execute a contract, including
indemnification language changes, with the HayGroup, Inc. in an amount not to exceed $92,000 to conduct a Total
Compensation Survey during the period of September 1, 2008 through December 31, 2008.
FISCAL IMPACT
The total fiscal impact of this contract is $92,000 and the County has budgeted monies for the execution of this contract.
BACKGROUND
On March 18, 2008, the Board of Supervisors approved a recommendation to develop a plan for calculating, comparing,
and disclosing "total compensation" costs and retiree health costs for all county employees. The Human Resources
Department was directed to ascertain total compensation costs and retire health costs from other public agencies in
conducting its surveys. The purpose was to develop criteria and a plan to compare the Contra Costa County's total
compensation for its employee classifications with the total compensation paid by the other 8 Bay Area Counties.
Due to the numerous classifications, it was determined that a consultant was needed to assist with establishing
benchmarks and conducting the study/survey. On or about June 25, 2008, the Human Resources Department issued a
Request For Proposal for a comprehensive total compensation study. Two responses were received and after reviewing
the responses, HayGroup, Inc. was selected as the vendor to conduct the Total Compensation Survey.
CONSEQUENCE OF NEGATIVE ACTION
The denial of this contract would inhibit the Human Resources Department's ability to comply with a directive received
from the Board of Supervisors.
