SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT AMENDMENT WITH
RICHMOND ELEMENTARY SCHOOL, INC. FOR STATE
PREKINDERGARTEN FAMILY LITERACY SUPPORT SERVICES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute a contract amendment with Richmond Elementary School, Inc., to increase
the payment limit by $2,000 to a new payment limit not to exceed $332,100 to amend
the contract to include Pre-Kindergarten Family Literacy support services with no
change to the term July 1, 2008 through June 30, 2009. (District 1) (Budgeted, 100%
State funds)
FISCAL IMPACT:
Funds included in Department's FY 2008-09 budget. Grant source is California
Department of Education, Child Development Program. No County costs.

CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County's community outcomes - Outcome 1: "Children Ready
for and Succeeding in School," Outcome 3: "Families that are Economically Self-
sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout
Contra Costa County.
BACKGROUND:
On August 12, 2008 the Board accepted funding from the California Department of
Education (CDE) Child Development Program for augmentation of the State Preschool
Pre-Kindergarten Family Literacy via the provision of support services.
State Preschool Pre-Kindergarten Family Literacy services are provided to program
eligible residents via the County operated Children's Centers and through partnership
with community-based agencies. A contract with Richmond Elementary School Inc to
provide Pre-Kindergarten Family Literacy services was approved by the Board on June
17, 2008. This board order provides a pass through of the above noted support
services funds to enhance the family literacy services.
