SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORZE the Purchasing Agent, on behalf of the Health Services Department, to purchase a new General Electric sixty-four Multislice Computed Tomography (CT) Scanner to replace the current single-slice General Electric Computed Tomography (CT) Scanner at the Contra Costa Regional Medical Center. Computed Tomography (CT) plays a pivotal role in the hospital. Emergency departments need fast, decisive information for trauma cases and other critical situations. The CT is a core asset of the hospital, an area where you literally cannot afford to fall behind technologically. FISCAL IMPACT: The cost of the CT is $1,200,000. Hospital plant modifications will run approximately $200,000. The purchase was identified as a year one acquisition priority in the hospital's five-year capital plan. The cost is offset though a combination of one-time money from the Physician Reimbursement Fund, dedicated grant funds, and FQHC onciliation settlement dollars. The current CT is outdated by new technology. Replacement parts are not readily available, delaying time to repair. Service expertise is shifting toward newer technology making the current system difficult to operate. This new CT delivers high-resolution and volume coverage while simultaneously opening the door to many new CT procedures to expand our imaging services. The department uses several other GE systems (MRI, Nuclear Medicine, General Diagnostic, Ultrasound), which better positions CCRMC with standardized service throughout the department. General Electric has long been and still is the leader in this advanced technology. CT Scanners have had several technological advances since 1998 when we purchased the existing single slice scanner. Multislice/Multidetector CT is currently the most common type of systems in the market today. Multislice systems not only scan more quickly than their single- slice predecessors but also produce thinner slices. That means they can be used for a wider variety of patients and clinical applications. Upgrading from a single-slice scanner to a Multislice system enables us to provide better quality imaging and overall better patient care. Proposed system clinical application & advantages: The LightSpeed VCT in a single rotation, creates 64 submillimeter images, totaling 40 millimeters of anatomical coverage, which are combined to form a 3-D view of the patient's anatomy for the radiologist to diagnose. Other features of the system include: Triple RuleOut, the ability to help clinicians rule out (or in) the three most life-threatening critical conditions of chest pain in one single scan, Aortic dissection, pulmonary embolism and coronary artery disease with a 12-second scan. The "Triple Rule-Out" represents an enormous volume of patients originating in the emergency room. Justification: • CT Volume has increased 32% in the past fiscal year. • Current system age is 10 years old and reaching the end of its useful life. • Currently a 3-week wait for patient CT exams exists. • Current system downtime has increased. • Extremely difficult to find facility to accept our urgent inpatients when system is down. • Increased inpatient hospital stays when this equipment is down. • Transportation cost is incurred when a patient must be sent to another facility. • Emergency Department patients with chest pain can be evaluated with new CT instead of admitting the patient for a Hospital stay. • New CT will have significantly faster scan times (Increase productivity). • New CT will have significantly improved resolution and image quality (better patient care). • The new Multislice CT will be able to deliver diagnostic answers more quickly, thereby reducing hospital cost. • GE provides remote service fixes, which resolves service issues quicker thereby increasing system uptime. Employment S Human Services Department Page Two First Baptist, Kids' Castle/State Preschool 138-906-4 September 16, 2008 CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County's community outcomes - Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families that are Economically Self- sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. BACKGROUND: On August 12, 2008 the Board accepted funding from the California Department of Education (CDE) Child Development Program for augmentation of the State Preschool Pre-Kindergarten Family Literacy via the provision of support services. State Preschool Pre-Kindergarten Family Literacy services are provided to program eligible residents via the County operated Children's Centers and through partnership with community-based agencies. A contract with First Baptist Church of Pittsburg to provide Pre-Kindergarten Family Literacy services was approved by the Board on June 17, 2008. This board order provides a pass through of the above noted support services funds to enhance the family literacy services.
