SUBJECT: Acceptance of funds from the State Department of Mental Health for the Mental Health Services Act
(MHSA)Housing Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute
on behalf of the County, an agreement with the State Department of Mental Health, to pay the
County an amount not to exceed $9,130,800 for fiscal years 2008/2009 through 2011/2012, and to
sign an Assignment Agreement to assign these funds to the California Finance Agency (CALHFA)
who will then administer them on behalf of Contra Costa County to build and operate permanent
supportive housing for members of the Mental Health Services Act (MSHA) target population who
are homeless or at risk of homelessness, and low income.
FISCAL IMPACT:
None. These funds in the amount of $9,130,800 will be assigned and allocated to the California
Housing Finance Agency (CALHFA) to administer the funds for Contra Costa Mental Health to
build and operate permanent supportive housing for members of the MSHA target population who
are homeless or at risk of homelessness, and low income. No County match required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The MHSA Housing Program provides funds for California counties to build and operate
permanent supportive housing for members of the MHSA target population who are homeless or
at risk of homelessness, and low income. Each County Mental Health Department has received
an allocation of funds for this specific purpose. Contra Costa Mental Health's allocation is
$9,130,800. At this point in time this is a one-time allocation; any additional future funds are
dependent upon actions by the State Department of Mental Health (DMH). In order to access

these funds Counties must assign the dollars to the California Housing Finance Agency (Ca1HFA)
who will then administer the funds. If counties do not assign the dollars back to CaIHFA they do
not receive the funding.
Contra Costa Mental Health (CCMH) Division has successfully developed new permanent
supportive housing with Mental Health Services Act (MHSA) funds through one-time funds
available from Community Services and Support dollars. In 2006 CCMH began partnering with
the County's Department of Conservation and Development, Redevelopment Division and
successfully awarded $1.6 million in MHSA funds to community-based housing developers. The
Division is continuing this successful partnership with the DCD to provide technical assistance
and work with developers and CalHFA to ensure successful projects for the MHSA Housing
Program. During 2008 CCMH conducted surveys of mental health consumers, family members
and providers for input into local planning and presented the findings at the Mental Health
Commision meeting held on March 27, 2008. Those findings are attached and other supporting
materials are attached.
