RECOMMENDATION
APPROVE and AUTHORIZE the Sheriff-Coroner and County Finance Director to apply for and execute a
contract with the Governor's Office of Emergency Services for $41,871 to purchase a bullet comparison
microscope through the Paul Coverdell Forensic Sciences Improvement Grant Program.
FISCAL IMPACT
100% Federal funding, no Match required. CFDA #16.742
BACKGROUND
The purpose of the Coverdell 2008 Program is to improve the quality and timeliness of forensic science
services over current operations. The non-competitive funds are available for distribution during the period
of October 1, 2008 to September 30, 2009.

A backlog of firearms casework exists in Contra Costa County. This backlog consists primarily of requests
for firearms identification (where the examiner determines if a firearm fired the bullet and/or cartridge case)
or IBIS (where the examiner tests fires guns routinely submitted to the Unit and enters them into the NIBIN
database.) 35% of the backlogged requests are from homicides or attempted homicides while 33% are from
robberies or assault with a deadly weapon.
The purchase of the bullet comparison microscope will allow staff better access to equipment needed to do
the work. The purchase will improve the efficiency of the forensic operation and increase the amount of
casework produced.
