SUBJECT: Senior Service America, Department of Labor (DOL) Title V grant funding
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the
Workforce Development Board of Contra Costa, to apply for and accept Senior Service America, Department of
Labor (DOL) Title V grant funding in an amount not to exceed $726,632 to provide services supporting older
workers in obtaining and maintaining fulltime employment for the period July 1, 2008 through June 30, 2009.
FISCAL IMPACT:
$726,632 County to receive Senior Service America, Federal Department of Labor (DOL), Title V Grant
funding. No County match. (All Districts)CFDA# 17.235
CHILDREN'S IMPACT STATEMENT:
The grant funding will support two of the five community outcomes established in the Children's Report Card,
3) "Families that are Economically Self Sufficient" and 4) "Families that are Safe, Stable and Nurturing" by
upgrading job skills and providing opportunity for employment to move toward self sufficiency.

it obtaining and maintaining fulltime employment. Slots are developed in non-profit and governmental
organizations, with seniors receiving a training stipend as they learn new skills and upgrade existing skills.
Placement in unsubsidized employment is the goal of the program to increasing opportunities for self
sufficiency for this targeted senior population.
With the changing County demographics of the baby boomer generation retirement, it is anticipated that
programs including education and technical expertise will be essential in meeting the increased needs of older
workers as they find themselves unprepared for a retirement that may last thirty (30) years beyond the
customary retirement age. Statistics indicate that employment keeps individuals connected to their community
and is a major contributing factor in ensuring better overall health and self esteem. The Workforce
Development Board (WDB) continues to seek opportunities to expand services to this population.
