RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute agreements to accept funding from California Department of Education for
Stage 2 CaIWORKs and Alternative Payment Childcare programs for the period July 1,
2008 through June 30, 2009. (All Districts) (100% State funding)

CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1. "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
The California Department of Education contracts with the County to provide Stage 2
CaIWORKs and Alternative Payment Childcare program services to program-eligible
families.
Approval of these two (2) agreements will allow the Department to operate Stage 2
CaIWORKs and Alternative Childcare services to families who receive Child Protective
Services, children at risk of abuse and neglect, children with special needs, low-income
families, and current and former California Work Opportunity and Responsibility to Kids
(CaIWORKs) Program participants.
