FIRST FIVE CONTRA COSTA FOR SCHOOL READINESS SERVICES

RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or
designee, to execute and submit an agreement with First 5 Contra Costa
Children and Families Commission in an amount not to exceed $254,070 for
school readiness services for the period July 1, 2008 through June 30, 2009.
(No County Match) (District 1)
FISCAL IMPACT:
Funds for this proposed agreement is already reflected in the Department's FY 2008-09
budget. There is no net County cost to this agreement.

First 5l School Readiness contract (39-891-1) September 16, 2008
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
The proposed FY 2008-09 agreement between the County and First 5 Contra Costa
Children and Families Commission provides the County with $254,070 in funding to
administer school readiness services to program eligible children and families in the
West Contra Costa school district boundaries. The focus of the program is to provide
enrollees with access to quality preschool services, and to establish early childhood and
transitional programs so that children may enter kindergarten better prepared for
success.
The agreement contains a mutual indemnification clause which holds harmless the First
Five Commission.
