(District I1, III, IV) Project No: 0676-6P1032 & 0676-61'1021 DATE: September 16, 2008 PAGE: 2 of 3 REASONS FOR RECOMMENDATIONS AND BACKGROUND: This year the Public Works Department submitted nine applications to the Highway Safety Improvement Program and High Risk Rural Road program. Of the nine applications submitted,four of the projects were selected to receive funding. In February, Public Works submitted five applications for the Highway Safety Improvement Program (HSIP). To qualify for this grant, projects must identify a specific safety problem and present fixes that will correct or substantially improve the condition. In addition,the safety problem must be substantiated by accident data. Caltrans calculates a Safety Index for all projects submitted and prioritizes projects based on this number. The Transportation Engineering Division submitted applications for the following projects: 1. Vasco Road Safety Improvement Project • Beginning approximately 3 miles north of the Contra Costa / Alameda County line to a point approximately 5.5 miles north of the County line for a length of approximately 2.5 miles. Project consists of widening the roadway and constructing a concrete median between the project limits. 2. Marsh Creek Road Safety Improvement Project—Russelmann Park and Morgan Territory • Located fi•om approximately 5,125 feet east of Russelmann Park Road to 3,675 feet west of Morgan Territory Road. Project includes widening the travel lanes, adding paved shoulders and shoulder backing, relocating utility poles, installing guard railing and eliminating roadside obstacles. 3. Deer Valley Road Safety Improvement Project • Begins approximately 1,420 feet south of Chadbourne Road and ends approximately 2,730 feet south of Chadbourne Road. Project consists of realigning the horizontal curve within the project limits, widening travel lanes and adding paved shoulders and shoulder backing. 4. Marsh Creek Road Safety Improvement Project—Round Valley Park to Lydia Lane • Located from the Round Valley Park entrance to the Lydia Lane intersection. Project includes widening travel lanes, adding paved shoulders and shoulder backing, relocating utility poles and improving highway signage. 5. Byron Highway/ Camino Diablo Intersection Safety Improvements • Located at the intersection of Byron Highway and Camino Diablo in Byron. Project includes the installation of a traffic signal,railroad crossing improvements, turning lanes at the intersection and upgraded roadway shoulders. In June, the grant funding results were released and Contra Costa County was awarded the maximum funding amount of$900,000 for the Deer Valley Road Safety Improvement Project. In April, Public Works submitted four applications for the High Risk Rural Road(HR3)program. The criteria for this grant are similar to that for the HSIP grant, however, in addition to the above mentioned criteria, projects submitted for this grant must be functionally classified as a rural major or minor collector,or a rural local road. Alhambra Valley Road Safety Improvement Project • Begins at the intersection of Alhambra Valley Road and Bear Creek Road and continues approximately 2,200 feet east. Project consists of realigning a series of curves,widening the travel way, adding paved shoulders and shoulder backing and relocating roadside obstacles. 2. Deer Valley Road Safety Improvement Project • The project segment is between 2,000 to 4,000 feet south of Chadbourne Road. Project includes widening the travel lanes, adding paved shoulders and shoulder backing. 3. Marsh Creek Road Safety Improvement Project—Russelmann Park and Morgan Territory • Located from approximately 5,125 feet east of Russelmann Park Road to 3,675 feet west of Morgan Territory Road. Project includes widening the travel lanes, adding paved shoulders and shoulder backing,relocating utility poles, installing guard railing and eliminating roadside obstacles. 4. Marsh Creek Road Safety Improvement Project—west of Deer Valley Road • Located 2.0 to 2.25 miles west of the Marsh Creek Road and Deer Valley Road intersection. Project consists of widening travel lanes,adding paved shoulders and shoulder backing and relocating utility poles. In July,the grant funding results were released and Contra Costa County was awarded funding for three of the four projects submitted. We received the maximum funding amount of$900,000 for the Marsh Creek Road Safety Improvement Project — west of Deer Valley Road and funding of$810,000 each for the Alhambra Valley Road Safety Improvement Project and the Marsh Creek Road Safety Improvement Project—Russelmann Park and Morgan Territory. Through these funding opportunities, Contra Costa County Public Works received a total of$3.42 million dollars. The Public Works Department's goal for the grant program is that for every dollar of local funds spent on the grant program,we receive at least four dollars in return from various federal and state funding sources. The Department spent approximately $115,000 in preparing a total of nine project applications for submittal to these two grant programs and in return the Department received$3.42 million in grant funding for a ratio of approximately 30 to 1 — far exceeding our goal of 4 to 1.
