Project No. 7589-6D8518 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Chief Engineer,or designee,to execute a contract with GEI Consultants,Inc.,in the amount of$901,287.00 for geotechnical consulting services for the Upper Sand Creek Detention Basin Project for the period beginning September 1, 2008, through January 10, 2011. AUTHORIZE the Chief Engineer, or designee, to transfer $300,000 from Zone 1 (Fund 252 100) to Drainage Area (DA) 104 (Fund 258900), Antioch area. FINANCIAL IMPACT: There is no impact to the County General Fund. This project is funded by Developer Impact Fees for new construction within DA 104 and ad valorem tax revenue for Flood Control Zone 1. Project No. 7589-61)8518 DATE: September 16, 2008 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: The Consulting Services Agreement for geotechnical engineering is needed to provide the Contra Costa County Flood Control and Water Conservation District(FC District)with professional services for the analysis,design,state regulatory coordination, and construction inspection to ensure dam stability of the future Upper Sand Creek Detention Basin, located within the City of Antioch in the Marsh Creek Watershed. The Upper Sand Creek Detention Basin is a primary element of the regional infrastructure included in the DA 104/Zone 1 plan and fee structure, approved in 1992. Construction of the ultimate basin will protect downstream areas of Antioch, Brentwood, and Oakley from flooding, as well as mitigate the impact of development in Eastern Contra Costa County. A detailed study and report on site geology, dam foundation design and construction are required by the State Department of Water Resources Division of Safety of Dams. The engineering capabilities required to investigate the site, to prepare plans, specifications, and cost estimates for contract advertising, and to inspect the construction work is beyond the capability of the FC District staff. In June of 1992,the Board approved the EIR for the Marsh Creek Watershed Regional Drainage Plan,of which the Upper Sand Creek Basin is a component, in compliance with CEQA. CONSEQUENCES OF NEGATIVE ACTION: Without Board of Supervisors' approval,the primary flood protection infrastructure planned for the Marsh Creek Watershed will be delayed. In addition,the significant time and resources expended by staff to outreach to qualified consulting firms, conduct the consultant selection process, and coordinate the contract details would be lost.
