RECOMMENDATIONS)
ADOPT Resolution No. 2008/592 to terminate the emergency action taken by the Board of Supervisors on
November 27, 2007, regarding the Cosco Busan oil spill in San Francisco Bay.
FISCAL IMPACT
Contra Costa County received approximately $63,000 as reimbursement for services provided as part of the
cleanup.
BACKGROUND
On November 27, 2007, the Board of Supervisors adopted Resolution No. 2007/687 proclaiming the
existence of a local emergency caused by a recent oil spill in San Francisco Bay. The oil spill was caused
by the collision of the container ship Cosco Busan with a support structure of the San Francisco Bay Bridge
and caused approximately 58,000 gallons of oil to spill into the bay. The collision and spill resulted in 25
miles of County coastline and Brooks Island to be contaminated and requiring substantial cleanup. While

the contaminated properties were under the jurisdiction of the East Bay Regional Parks and the City of
Richmond, no direct Contra Costa County property was impacted.
At this time, all of the contaminated properties have been cleaned up and signed off by the City of
Richmond and East Bay Regional Parks making a Board of Supervisors emergency action no longer
necessary. The interest of our partners in the operation area has been met and the County received
reimbursement for services.

WHEREAS on November 27, 2007, the Board of Supervisors adopted Resolution No.
2007/687 proclaiming the existence of a local emergency caused by a recent oil spill in
San Francisco Bay;
WHEREAS the oil spill was caused by the collision of the container ship Cosco Busan with a
support structure of the San Francisco Bay Bridge and caused approximately 58,000
gallons of oil to spill into the San Francisco Bay;
WHEREAS the collision and spill resulted in 25 miles of Contra Costa County coastline and
Brooks Island to be contaminated, requiring substantial cleanup;
WHEREAS the contaminated properties were under the jurisdiction of the East Bay Regional
Parks and the City of Richmond, resulting in no direct impact on Contra Costa County
property;
WHEREAS at this time, all of the contaminated properties have been cleaned up and signed
off by the City of Richmond and East Bay Regional Parks and their interest in the
operational area have been met;
BE IT RESOLVED that a Board of Supervisors emergency action is no longer necessary.
