RECOMMENDATION:
ACCEPT attached report from the Countywide Youth Commission, as recommended by the Family
and Human Services Committee.
FISCAL IMPACT:
No impact from accepting this report.
BACKGROUND:
On August 25, 2008 the Family and Human Services Committee meet with representatives of the
Countywide Youth Commission regarding the activities they have undertaken over the past twelve
months, future planned activities, and recruitment of members. The attached report is being
forwarded to the Board of Supervisors as information.

Subject: Countywide Youth Commission Annual Report
Recommendations:
1. Accept this report from the Countywide Youth Commission; and
2. Forward this report to the Board of Supervisors for acceptance
Background:
The Countywide Youth Commission, or CYC, was founded in 1995 by Supervisor Mark
DeSaulnier to provide a link from the Board of Supervisors to the youth of Contra Costa
County. With 25 youth members, aged 12-18, who reside or attend school within the
county, the CYC has worked to further that aforementioned goal. The members of the
CYC are either appointed from each of the five districts throughout the county or are
appointed as an at-large member. For each district, there are three commissioners and
one adult volunteer. In addition, there are ten at-large members, who can live in any
area of the county, and one coordinator.
Summary of Accomplishments 2007 to 2008:
During the year, we worked with the following groups:
• County Library: reviewed/discussed their Teen Reading Program. We also
provide a Commissioner to the Library Commission.
• Tobacco Prevention Project: provided support for their Second Hand Smoke
Ordinance.
• Safe Place Program and Northern California Family Center: discussed youth
homelessness/services and how we can work together to ensure youth know the
services they provide.
• Young Democrat and Young Republican Parties — had student speakers attend
two meetings so we could learn more about the parties and share what the
Commission does.
Town Hall Meeting on Underage Drinking:
We received a $500 grant from the Substance and Mental Health Services
Administration (SAMHSA) to conduct a town hall meeting on Underage Drinking. We
chose to hold the meeting in Concord and addressed the issue of underage drinking in
the Latino community. The event was held on Thursday April 24th at the Monument
Crisis Center. Our guest speakers/facilitators were from New Connections and Hiz-Kidz
from San Pablo. Over 40 adults and young people attended to openly discuss the issue
of underage drinking. The outcome was a very open dialogue on the issue, how to work

• Create the Environment Subcommittee to address concerns regarding relevant
environmental policies and programs in schools and across the county,
beginning with recycling.
• Create the Education Funding Subcommittee to address concerns regarding the
state of schools across the county and its effect on students.
• Increase communication between the CYC and the County Supervisors.
• Increase awareness of the CYC among youth through our website and activities
We look forward to continuing our work of providing a voice for the youth of Contra
Costa County and addressing new youth related issues. We greatly appreciate the
support of the Board of Supervisors and their staff for giving the Commission the
opportunity to create an improved community and county for youth and adults.
