(RSG) increasing the contract payment limit by $14,000 for a new total of $149,000, without change to the term limit. FINANCIAL IMPACT: No general fund monies will be used for this contract. Redevelopment funds have been budgeted for this purpose. The contract costs are expected to be divided equally between North Richmond and Bay Point redevelopment budgets. BACKGROUND: In preparing the recent issuance of Redevelopment Tax Allocation bonds approved by the Board of Supervisors/Redevelopment Agency on May 1, 2007, it became apparent that the Bay Point Redevelopment Plan and the North Richmond Redevelopment Plan needed to be amended to address remaining blight and accommodate planned activities. On June 12, 2007, the Board, in its capacity as the legislative body for the County and as the Governing Board of the Redevelopment Agency, authorized proceeding with the redevelopment plan amendment process. The recommended action will allow the completion of the project.
