FINANCIAL IMPACT: None. Redevelopment Agency funding will cover costs of providing staff support. BACKGROUND: The Montalvin Manor Redevelopment Advisory Committee (MMRAC) was established in August 2003 by the Redevelopment Agency (Agency) for the purpose of assisting the Agency in implementing a Redevelopment program for the Montalvin Manor neighborhood located in west Contra Costa County. ABSENT: ABSTAIN: ATTESTED Contact: Gabriel Lemus (335-7229) JOHN CULLEN;AGENCY S CRETARY Orig: Redevelopment Agency cc: CAO County Counsel By: Deputy Redevelopment Agency The current size, composition, and appointing authority of the MMRAC are below: COMMITTEE PARTY MEMBERS RECOMMENDING AUTHORITY Montalvin Manor Homeowner or Residents 5 Supervisor, District I Tara Hills Mobile Home Residents or Montalvin Manor Homeowner/Residents 1 Supervisor, District I Business/Property Owner or Representative—District 1 1 Supervisor, District I Business/Property Owner or Representative— District 11; or Tara Hills Mobile Home Residents 2 Supervisor, District II TOTAL 9 Alternates 2 Supervisor, District I Recommended Restructure Under the current structure, District II has the authority to appoint two Business/Property Owners/Representatives from the Tara Hills Shopping Center or Tara Hills Mobile Home residents. The Tara Hills Shopping Center and Tara Hills Mobile Home Park make up a small portion of the overall Montalvin Manor Redevelopment Project area. Therefore, it is recommended to eliminate one of the District II seats to have only one representative appointed by District II. In addition, the District I Business/Property Owner seat will be eliminated. The Montalvin Manor Redevelopment Project area that is within the District I boundary is primarily a residential area; therefore, the need for a District I Business seat is unwarranted at this time. The Committee will continue to have two alternate positions, making the MMRAC a seven member committee with two alternates. District I will have the appointing authority of the two alternate positions. Alternate appointees will serve on the MMRAC when a non-alternate appointee from either District I or District II is unable to attend a scheduled MMRAC meeting.
