HomeMy WebLinkAboutMINUTES - 08052008 - C.84 TO: BOARD OF SUPERVISORS ��''_8 L °� Contra FROM: MARY PIEPHO, DISTRICT III SUPERVISOR V, gy„ z Costa JOHN GIOIA, DISTRICT I SUPERVISOR °°�- ------.-�A� Sra ctiuty'� DATE: July 16, 2008 County SUBJECT: BOARD WORKSHOP ON GEOLOGIC HAZARD ABATEMENT DISTRICTS SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: c8q DIRECT the County Administrator's Office (CAO) to work with appropriate County departments including County Counsel, Public Works, and Conservation and Development, to hold a Study Session for the Board of Supervisors by November 1, 2008 that will review laws guiding the formation, governance and operations of Geological Hazard and Abatement Districts (GHADs). Development of the Study Session should be coordinated collaboratively with the California Association of GHADs and county GHAD Managers. Topics should include, but not be limited to, the following: 1. A general review of all GHAD formations and operations throughout the state. 2. A review of best practices and standards for GHADs. 3. Identify and review GHADs in Contra Costa County 4. A review of the role of the Contra Costa County Board of Supervisors when members serve as the Board of Directors of GHADs. 5. A review of the role of County ordinances and other governing procedures in the formation and operation of GHADS. 6. A review of the role of the different County departments including Public Works, County Counsel, and the County Administrator's Office as it relates to the formation and operation of GHADs. 7. A review of the role, function, and duties of GHAD managers. 8. Identify best practices and procedures to promote efficiency between GHADs and the County on issues such as contract timelines, budgets, and GHAD management operations. DIRECT the County Clerk's Office to notify GHAD managers and commissioners from the Contra Costa County Planning Commission, the San Ramon Valley Planning Commission, the East County Planning Commission,-and other known interested parties of the County's Study Session on GHADS and encourage their support, participation and discussion. FISCAL IMPACT: There will be no impact to the County General Fund.
